Open Ocean Winds Could Power the Planet, says Report (Ind. Report)

New research into open ocean wind speeds and reliability for wind power generation has found they could power the entire world, if they could be harnessed. The research, led by Anna Possner at the Washington, DC headquartered Carnegie Institution for Science, also found that such a project could dramatically alter the climate in potentially dangerous and unpredictable ways. Even so, the study found the overall outlook for using ocean winds for power to be "extremely positive."

The report suggests a floating wind farm placed in an area of the ocean where wind speeds are up to 70 pct higher than they are onshore could generate an "absolutely incredible amount of energy and, according to the data, could sustain human civilization on its own."

FINTECC Finances Aversi Pharma Energy Efficiency Upgrades (Int'l)

Aversi Pharma, a privately-held pharmaceutical company in the country of Georgia, is reporting receipt of $245,000 in financing from Finance and Technology Transfer Centre for Climate Change (FINTECC) for the installation of energy efficiency upgrades in its hospitals and clinics.

Energy efficient upgrades include double-glazed windows, high-efficiency chillers and boilers as well as LED lighting and light control. The upgrades are expected to deliver 25 pct energy savings per year.

FINTECC is part of a global drive towards climate technology transfer for developing countries and countries in transition. FINTECC helps companies in participating European Bank for Reconstruction and Development (EBRD) countries implement energy efficiency, renewable energy, water efficiency and materials efficiency measures and other climate technologies to reduce greenhouse gas emissions, according to the company's website. Idaho Governor Honors Energy Efficiency (Ind. Report)

In Boise, the Idaho Governor's Office of Energy and Mineral Resources reports Governor C.L. Otter has recognized nine organizations across the state for their implementation of energy efficiency measures and reducing their environmental impact.

The 2017 State of Idaho Awards for Excellence in Industrial Energy Efficiency and Commercial Energy recognize Idaho organizations that are exceptional leaders in implementing energy efficiency at their facilities. Projects implemented by these nine recipients in 2016 would save enough energy to power more than 1,200 Idaho homes for a year, the news release said.

Recipients of the Governor's recognition for energy efficiency leadership include: CTI Foods/SSI Foodservice Inc. of Wilder; Brigham Young University; J.R. Triodos Bank, Europe's leading sustainable bank, reports it has provided £17.9 million of loans to Madrid-headquartered developer Gamma Solutions SL for the Stokes Marsh and Stoneshill solar farms in the UK.

The ground-mounted solar projects have capacities of 15.1MWp and 5.0MWp, and were commissioned in March 2015 and March 2017. With over 62,000 solar panels installed over 41.5 ha, the projects are expected to generate sufficient power for 5,068 homes and reduce 7,716 tonnes of CO2 emissions. The projects receive revenues under the UK Renewable Obligations Certificates (ROC) scheme and under power sold via Power Purchase Agreements (PPAs).

The finance package will assist Gamma Solutions to consolidate its UK solar portfolio and release funds for new projects. The US DOE reports Phase 1 of the American Process Company (AVAPCO) Advanced Biofuels and Bioproducts project to co-produce full replacement renewable jet fuel, gasoline, diesel and Bioplus® nanocellulose from woody biomass in an integrated biorefinery at AVAPCO's site in Thomaston, Georgia, is underway.

The project is intended to demonstrate that co-production of high volume commodity fuels and low volume, high value co-products enables profitable biorefineries at commercial scale. ABBA integrates the biorefinery value chain by converting woody biomass to cellulose and cellulosic sugars, which are then converted to cellulosic biojet and nanocellulose.

The project received $3.7 million support from the US DOE Project Definition for Pilot- and Demonstration-Scale Manufacturing of Biofuels, Bioproducts, and Biopower program , the scope of which includes definition engineering, permitting and financing activities. Upon completion of Phase 1, the project will be eligible for up to $45 million in additional DOE support for project construction and operations.

The project will utilize AVAPCO's AVAP technology for co-production of biomass-derived lignocellulosic sugars, cellulosic ethanol, cellulosic butanol, nanocellulose, and lignin to demonstrate the conversion of cellulosic ethanol to ethylene. The Byogy Alcohol-to-Jet (ATJ) processing facility has been relocated to the Thomaston site as part of the project to convert the bio-ethylene to full replacement biofuels.

Englewood, Colorado-based ethanol and isobutanol producer GEVO, Inc. reports it is partnering with the Los Alamos National Laboratory (LANL) on a project to improve the energy density of certain Gevo hydrocarbon products, such as its alcohol-to-jet fuel (ATJ), to meet product specifications for tactical fuels for specialized military applications such as RJ-4, RJ-6 and JP-10, which are currently purchased by the US Department of Defense (DoD). The DOE Chemical Catalysis for Bioenergy Consortium (ChemCatBio) funding is supporting the project.

Gevo and LANL are looking to develop a low-cost, catalytic technology that would be bolted-on to Gevo's existing isobutanol-to-hydrocarbons process to produce high energy density fuels (HEDFs). With the successful scale-up of this technology, it is believed that Gevo's HEDFs could be produced at a lower cost than the petroleum-based equivalent. If this project is successful in scaling HEDFs cost-effectively, there may be an even broader application in the general aviation sector, enabling higher energy density jet fuel that would provide superior mileage to traditional aviation fuels.

Gevo produces isobutanol, ethanol and high-value animal feed in Luverne, Minnesota, and has developed technology to produce hydrocarbon products from renewable alcohols. The company also operates a biorefinery in Silsbee, Texas, in collaboration with South Hampton Resources Inc., to produce renewable jet fuel, octane, and ingredients for plastics. New EPA Rule OKs Texas Coal Plant Pollution Increases (Reg & Leg)

The Texas Observer is reporting that a new EPA air pollution rule will allow Texas coal plants to emit almost twice as much sulfur dioxide than an earlier proposal by the Obama administration. Aside from being a key component in forming haze, sulfur dioxide exacerbates respiratory illnesses such as asthma and contributes to acid rain.

For instance, in 2016, the Big Brown coal plant east of Waco, emitted 42,000 tons of sulfur dioxide (SO2) , 4,500 tons of nitrogen oxides (NOx) and about 7.5 million tons of carbon dioxide (CO2). Under the old rule, the plant was required to cut SO2 by 97 pct, bringing its yearly emissions down to 1,380 tons. The reduction would have either required the plant to install expensive scrubbers. Under the new rule, the plant can continue to emit 42,000 tons of SO2.

According to Rice University civil and environmental engineering professor Dan Cohan,"The new proposal is a sham. It does nothing. It sets a cap that's higher than what those plants have been emitting for the past few years. Texas is allowing more power plants to keep burning coal un-scrubbed than anywhere else in the country. Rather than do nothing, which would get [the EPA] sued for violating the Clean Air Act, the strategy appears to be to issue a rule that is so weak that it accomplishes nothing. But by having the rule there, they can claim that they're doing something. It's a very cynical approach to environmental protections." Bioenergy Could Help Secure UK's Energy Future, says ETI (Int'l)

In the UK, new research published by the Energy Technologies Institute (ETI) reports that bioenergy could meet around 10 pct of the country's future energy requirements and help reduce 55 million tpy of carbon dioxide emissions by 2050, if used in combination with carbon capture and storage (CCS). ETI's research also noted that by planting nearly 1.4 million hectares of second generation, non-food bioenergy crops by 2050, the UK could achieve a cost-effective, low-carbon energy system, as well as create new farming and forestry jobs.

ETI programme manager Geraint Evans said: "Biomass is already one of the largest and most versatile sources of renewable energy in the UK. To keep the UK on the trajectory for scaling up domestic biomass production into the 2050s, there should be a steady increase in the planting of second generation bioenergy crops on marginal arable land or appropriate grassland in the UK by about 30,000ha per year. Steadily increasing the planting of bioenergy crops in the UK would allow the sector to develop best practices. This approach will also help the sector monitor and manage impacts on other markets and the wider environment more effectively." Aussies "Officially" Define Carbon Neutral Buildings (Int'l)

The Australian federal government has released standards for what officially constitutes a carbon neutral building or precinct, with the clear definition expected to help spur the transition to a net zero sector.

A key hurdle to claiming carbon neutral status will be proving reduction in use of energy, through the attainment of at least a 4 Star NABERS Energy rating or a 4 Star Green Star Performance rating. The average NABERS Energy rating is now 4.4 stars.

Buildings can either go for a base building rating or whole building rating, with the base building rating seen as a "stepping stone" towards whole building certification. The draft standard had a third pathway for certification for buildings that were ineligible for NABERS or Green Star rating -- directly through the federal government's Carbon Neutral Program -- however this has been deferred.

The standard covers energy efficiency and operational energy emissions from resource consumption and waste generation necessary for a building's day-to-day operations. Embodied energy is not included, however the standard said embodied energy from construction materials and processes may be considered in future versions. The standards offer a pathway for property owners to make carbon neutral claims for their buildings and precincts. AGP Opposes EPA's Proposed Lower Biodiesel RFS Levels (Ind. Report)

Omaha-headquartered Ag Processing Incorporated reports it opposes a recent EPA proposal to reduce the biodiesel requirements of the 2018 Renewable Fuel Standard (RFS) biodiesel requirement by up to 315 million gallons and the 2019 requirement by over 1 billion gallons from current levels.

According to AGP VP of Corporate Relations and Government Affairs Matt Caswell, the EPA is trying to justify their proposal by the mistaken belief the U.S. biodiesel industry lacks the production capacity to provide 2.1 billion gpy of biodiesel to the market.

London Environment Strategy calls for Zero Carbon by 2050 (Int'l)

London Mayor Sadiq Khan's office has released a draft of the London Environment Strategy outlining the city's strategy to reach carbon neutrality by 2050. The city's plan is backed by serious science and stakeholder consensus, according to the Mayor's office.

The city's air quality strategy calls for Londoners to make 80 pct of their trips on foot, by bicycle or public transport and all taxis and cars-for-hire to be zero emission vehicles by 2033, buses by 2037, all new road vehicles by 2040, and the entire transportation system will be zero emission by 2050. As part of its strategy, London also plans to develop a resilient, low- or zero-carbon energy infrastructure that allows the city to generate more of its own energy.

Landsec Touts Science-Based Carbon, Energy Efficiency Targets (Int'l)

In London, the UK's largest commercial property company Landsec, with a portfolio of assets, including shopping centres and offices valued at £14.4 billion, reports that rather than making incremental improvements in the operational energy efficiency of each of its 120 assets, it is adopting a science-based target for reducing costs and corporate carbon emissions.

Since 2013, the company's energy saving measures have resulted in a 19 pct cut in carbon intensity (kgCO2/m2). By 2030, that is expected to drop by 40 pct and set the company on an 80 pct carbon intensity reduction by the middle of the century. Landsec's tenants have also avoided energy and carbon costs of £2.9 million per year when compared to 2013/14 costs.

Elsewhere, site specific energy reduction assessments continue to find more energy reduction opportunities. In 2016, 65 Landsec projects costing a total £2.4 million are expected to save customers 7.7 million kWh of energy and £877,000 per year in reduced energy bills, with a ROI of under 3 years. The company is also transitioning to strategic energy management programmes, rather than purely focus on operational activities. In Dublin, Microsoft Corp. reports it is entering into a 15-year PPA with GE for purchase 100 percent of the wind energy from its new, 37-MW Tullahennel wind farm in County Kerry, Ireland. As part of the deal, Microsoft also signed an agreement with Dublin-based, Mitsubishi-controlled energy trading company ElectroRoute which will provide energy trading services to Microsoft.

This PPA builds on Microsoft's strategic partnership with GE, announced last year. The wind farm will integrate GE's Digital Wind Farm technology, which makes renewable energy outputs even more reliable. Microsoft is also acquiring an Irish energy supply license from GE. The supply license will benefit both Microsoft and the Irish power grid, as it allows the company the flexibility to easily grow and invest in renewable energy in Ireland over time. ElectroRoute will act as trading service provider for the supply company. Once operational, the new wind project will bring Microsoft's total global direct procurement in renewable energy projects to almost 600 MW. The District of Houston's Climate Action Character commitments include the reduction of Green House Gas (GHG) emissions to 33 pct of 2007 GHG levels by 2020 through the implementation of the Community Energy and Emissions plan as well as the Official Community Plan. I

Naturstrom Comissions Wattendorf Bavarian Wind Farm (Int'l)

Dusseldorf, Germany-based wind energy developer Naturstrom reports the commissioning of its 29MW Wattendorf wind farm in Northern Bavaria.

The project consists of five GE 2.5-120 turbines each with a 2.5MW capacity and six GE 2.75-120 machines each with output of 2.75MW. The turbines are designed for low wind sites and have 139-metre hub heights and 120-metre rotor diameters. Construction of the project started in April 2016. The wind farm is expected to generate some 63 million kWh of electricity a year.

U.S. GHG Emissions Drop 2 pct in 2016, EPA Reports (Ind. Report)

In Washington, the US EPA website reports the nation's greenhouse gas (GHG) emissions from major industrial facilities declined 2 pct in 2016 to 2.99 billion tonnes, The decline was led by a large cut from the power sector during the initial phase of the Obama administration's Clean Power Plan.

Trump's Obama Clean Power Plan Repeal Effort Expected (Reg & Leg)

According to Bloomberg, CNN and others, the US EPA still plans to propose the repeal of the Obama administration's Clean Power Plan meant to curb primarily coal-burning lower generation plant greenhouse gas emissions. The proposed repeal effort is in line with Trump's string of executive orders seemingly aimed at discrediting the Obama administration and challenging the legality of the Clean Power Plan itself. UK Waste-to-Energy Production Increases -- Report Attached (Int'l)

In the UK, the Department for Business, Energy and Industrial Strategy Energy Trends is reporting Q2 bioenergy production from waste rose 3 pct compared with the same quarter in 2016.

In Q2 2017, energy production through bioenergy and waste was 2.4 million tonnes of oil equivalent. Total energy production was 2.5 pct higher than in Q2, 2016. In Q2 2017, generation from bioenergy fell slightly, 0.5 pct , on a year earlier, with increased generation from biodegradable waste offset by reduced generation from landfill gas and plant biomass.

City leaders warming to energy efficiency idea

Officials considering $1.6 million LED lighting project in pursuit of future savings Logansport, Indiana city and utilities officials continue to consider upgrading local street and building lighting, which an energy firm estimates would lead to over $1.4 million in savings over 15 years. The consideration stems from an energy audit representatives from Siemens' Indianapolis office discussed with officials in March. That audit explored options for increasing energy efficiency for the more than 3,000 streetlights throughout town and at nine municipal properties, including the City Building, the two fire stations and a garage rented out to the local ambulance service. A guaranteed energy savings contract would help pay for the project, through which public entities work with companies like Siemens to plan a project that guarantees energy savings. Those savings can be used to help fund the project, allowing public entities to avoid a large investment. The $1.6 million project would be finished in six months or less and start out by resulting in annual savings of about $145,000. The city's principal and interest payments along with an annual service contract of about $10,000 for Siemens to measure and verify the savings for three years would mean the city would pay more on the program for the first four years than it would be saving on energy costs, he said. Carbon Neutral Fuels Could Cut Emissions, says Bosch GmbH (Int'l)

Gerlingen, Germany-headquartered automotive components, engineering and electronics company Robert Bosch GmbH reports it has developed the concept of carbon neutral engines that could neutralize CO2 and other related emissions emissions by using these emissions as the input from which diesel, petrol and substitute natural gas can be created to run vehicles with the use of electricity from renewable resources. When these synthetic fuels are used, vehicles become carbon neutral.

In Europe alone, the use of such vehicles in tandem with electrification could save 2.8 trillion kilograms of CO2 by 2050, according to Ulrich Schulmeister, Bosch's VP of engineering. Globally, CO2 emissions will have to be cut by half within the next 40 years if the Paris agreement climate targets are to be achieved, and they will have to be reduced by a minimum of 85 pct in developed countries.

According to Bosch, synthetic diesel and gasoline fuels commercialization pilot projects are underway in Norway and Germany. Since even classic cars can run on synthetic gasoline and current infrastructure can be used for refueling, it would take far less time to achieve a high degree of market penetration. CARB awarded the company a Carbon Intensity (CI) score of -254.94 gCO2e/MJ, which the company noted is the lowest ever issued by CARB.

AMP Americas' Fair Oaks Farms facility began production in 2011 and produces over 1.5 million gpy of renewable transportation fuel from dairy waste. Big Apple Aims for Carbon Neutrality by 2050 (Ind. Report)

In the Empire State, New York City mayor Bill de Blasio's office has released a plan that aligns the city with with the Paris Climate agreement limiting global warming to 1.5 degrees C. The Mayor's plan calls for the city to cut emissions by 80 pct below 2005 levels by the middle of the century and for the city to offset all remaining carbon pollution by 2050.

The plan, which focuses on specific actions including a greater reliance on renewable energy, covers building codes, energy production, energy management and efficiency, as well as significant measures to encourage the adoption of electric vehicles and clean transportation.

MID Buying Solar to Meet Calif. Renewable Mandate (Ind. Report)

In the Golden State, the Modesto Irrigation District (MID) reports it will purchase approximately $230 million-worth of Southern California-generated solar power over the next 20 years to meet the state's renewable energy mandate. The power will be purchased at a fixed price and sold st the market rate at time of sale.

MID secures most of its renewable energy credits (RECs) from wind farms in northwestern states and expects to meet California's 33 pct from renewable sources threshold in 2020, but would fall behind a higher mandate by 2023 without the new solar purchase.

MID will spend about $7 million a year buying solar power from NextEra Energy's Blythe IV solar farm in Riverside County near the Arizona border. Vattenfall Grows Windcollectief Wieringermeer Holdings (M&A, Int'l)

Vattenfall is reporting the acquisition of an additional 32 turbines in the Wieringermeer wind farm project which upon completion will be the largest windfarm on the Dutch mainland. With the latest qcquisition, Vattenfall will own 82 out of 100 at the future Wieringermeer wind farm.

The acquisition was made from Windcollectief Wieringermeer, a joint venture between ECN (Energy research Centre of the Netherlands), Nuon and partners, and Windcollectief Wieringermeer. ECN will retain ownership of 17 the remaining turbines.

The Iowa Biodiesel Board (IBB) has sent the following message to the Trump Administration urging the President to stop the U.S. EPA from slashing biodiesel volumes under the Renewable Fuel Standard (RFS) program which was intended to stimulate renewable fuel growth, not hinder it:

"Gutting biodiesel under the Renewable Fuel Standard would bring an Iowa manufacturing success story to its knees, deal a blow to an already struggling farm economy, and shake the state economy. This is a major issue for the Midwest and U.S. agriculture, and we implore President Trump to stop his EPA administrator (Scott Pruitt) from forsaking this driver of American jobs, all in an apparent move to appease the oil industry.

"The market is already reacting to this impending blow. Commodity prices crashed on the news of EPA's indicated plans to cut biodiesel. We were already in the midst of a downturn in the ag economy, with many farmers in the red for the fourth year in a row. We have excess feedstock capacity due to a surplus of corn and soybeans on the market, which has lowered commodity prices. Gutting the RFS would exacerbate farmer struggles and could push us deeper into an agriculture recession. It could also cost thousands of Iowans their jobs as plants are forced to make cutbacks and even shutter their doors. We do not believe this is what President Trump wants for rural communities.

"Here in Iowa, many of us feel like Charlie Brown trying to kick the football as Lucy pulls it away. We have stood on the edge of expansion. Many of our plants have already spent millions of dollars on expansion, based on the promise of a growing RFS, and others have had further growth planned. This would mean more jobs, more dollars circulating through Iowa's communities, and more American manufacturing. We have the capacity to achieve this, but it is at a standstill." NRRI Touts Refined Woody Biomass Solid Biofuel (Ind. Report)

University of Minnesota Duluth (UMD) is touting the launch of its Natural Resources Research Institute (NRRI) Coleraine Lab. The facility can convert 3-4 tpd of woody biomass waste to solid briquette biofuel that "replicates the energy output and durability of traditional coal" and can be used as an alternative to coal. A further processing could to create syngas or liquid fuels, according to the Lab.

In 2018, the lab plans to install a moving bed torrefaction reactor increase the output of briquettes. Another methodology, hydrothermal carbonization, will convert processed materials and agricultural products to an "energy mud" that can be used alone or "with other torrefied products to form solid fuels."

The NRRI bio-energy lab is partially funded by Xcel Energy, Minnesota Department of Agriculture, Minnesota Power, Heetway, K.R. Komarek, Inc. and the Consortium for Advanced Wood to Energy Solutions, which was launched in 2014.

Neste's Taking Action on Climate Change Forecasts Renewable Diesel, Bioplastics Growth -- Report Attached (Ind. Report)

Helsinki-headquartered Neste, the world's largest producer of renewable diesel refined from waste and residues,, has published a business environment outlook called Taking Action on Climate Change.

The Neste report discusses key changes taking place in the energy, transport and chemicals markets. As global commitment to tackle climate change requires major efforts to reduce emissions, the use of fossil raw materials will inevitably need to decline in all of these sectors.

Neste estimates approximately 10 pct of the global car fleet will be electric cars by 2013 and that renewable diesel will remain a competitive solution for reducing transport emissions. By 2021, renewable diesel demand is expected to have doubled in North America, the Nordic countries and Europe. The company also believes that the problem of emissions from diesel vehicles can be solved, and that diesel technology will remain competitive for a long time to come.

Neste is also developing new business operations from bioplastics, a market that is expected to grow by more than 40 pct by 2021. About 80 pct of this growth is expected to come from durable biobased plastics, such as Neste's bioplastics solution, the demand for which is growing faster than for biodegradable plastics. Neste also expects 20 pct of its renewable business sales volume to come from from renewable jet fuel, renewable chemicals and bio-based plastics, according to a company release.

Hamburg-headquartered Senvion, a leading global manufacturer of wind turbines, has secured an agreement for its first partnership in Argentina with Paris-headquartered EREN Renewable Energy for the supply and delivery of 27 Senvion 3.6M114 NES turbines.

Upon completion by the end of December, 2018, the Los Hercules wind farm will see a total rated output of 97,2 MW. The wind farm will be built by Senvion on a full EPC basis. Parkwind Announces Oriel Wind Farm Agreement (Int'l Report)

Belgian offshore wind farm developer Parkwind reports has agreed on a significant but undisclosed investment to become a strategic partner in Oriel Windfarm, an Irish sustainable energy company established in 2005 to develop offshore wind farms in Ireland.

When completed, the 55-turbine, 330-MW Oriel Wind Farm will be the first fully operational commercial wind farm developed in Irish waters and the ninth-largest power plant in Ireland.

To date, Parkwind has developed, constructed and now operates three offshore wind farms located in the Belgian concessions zone in the North Sea,and plans to have more than 1000MW of offshore wind production capacity in operation by 2020. Court Orders Reinstatement of Obama Methane Rule (Reg & Leg)

In San Francisco, U.S. District Judge Elizabeth Laporte on Wednesday ordered the Interior Department to immediately reinstate an Obama-era regulation aimed at restricting harmful methane emissions from oil and gas production on federal lands.

The order comes as the Department of Interior (DoI) is moving to delay the rule until 2019, on the grounds that it is too burdensome to industry. The DoI tried earlier to postpone part of the rule set to take effect next year. The ruling found the DoI failed to give a "reasoned explanation" for the changes and offered no details on why an earlier analysis by the Obama administration was faulty.

The rule forces energy companies to capture methane that's burnt off or "flared" at drilling sites on public lands during production because it pollutes the environment. An estimated $330 million a year in methane is wasted through leaks or intentional releases on federal lands, enough to power about 5 million homes a year. (Source: DoI, Various Media, 4 Oct., 2017)
