HEROS Act Includes Renewable Fuel Reimbursement (Ind. Report)
Biobased and Renewable Products Advocacy Group
Date: 2020-05-20
In the nation's capital on May 12, the U.S. House of Representatives introduced the Health and Economic Recovery Omnibus Emergency Solutions Act (HEROES) which would make emergency supplemental appropriations for the fiscal year ending on September 30, 2020.

HEROS addresses various issues, including the introduction of a Renewable Fuel Reimbursement Program that would make payments to eligible entities that experienced market losses due to the COVID-19 pandemic between January 1, 2020, and May 1, 2020. Eligible entities include facilities that produced renewable fuel or advanced biofuel in calendar year 2019. The amount of payment to an eligible entity will be the sum of $0.45 multiplied by the number of gallons of qualified fuel produced in that period. Should a determination be made that an entity was unable to produce qualified fuel for one or more months during the applicable period due to the pandemic, $0.45 multiplied by 50 pct of the number of gallons produced in the corresponding month in 2019 will be paid. Ontario Cellulosic Sugar Producers Co-op Unplugged (Ind. Report)
Cellulosic Sugar Producers Co-operative
Date: 2020-05-20
In Canada, the farmer-owned Cellulosic Sugar Producers Co-operative (CSPC) which was originally formed to develop new processing opportunities for crop residues like corn stover and wheat straw -- one of the main opportunities for crop biomass derived from a once-proposed sugar refinery in Sarnia, Ontario to be constructed by Comet Bio, has pulled the plug.

Originally, 118 Sarnia area growers signed on to the project and committed 30,000 acres in total. CSPC initially developed a business model for the aggregation, transportation and storage of corn stover and wheat straw, was validated with field demonstrations and received financial support from the federal government through Agriculture and Agri-Food Canada and the Ontario Ministry of Agriculture, Food and Rural Affairs.

In closing, the organization noted "The market just wasn't as valorized for cellulosic fibre and other products. They were just a little short on some of the financing. We didn't want to continue without an actual plan to invest. The idea was, let's close it down before we start losing any money." It also noted the knowledge generated from the endeavor will be retained by Bioindustrial Innovations Canada -- the overarching non-profit agency working with CSPC to develop its markets. EC to Release Broad Bioenergy, Woody Biomass Strategy (Int'l.)
EC,EU,Woody Biomass
Date: 2020-05-20
The European Commission (EC) reports it plans to "push a transformative approach to all forms of bioenergy -- including biofuels and woody biomass -- as part of a biodiversity strategy aimed at continuously assessing biomass supply and demand at EU and global level in order to "ensure that EU biomass-related policies are sustainable." The draft strategy plan, which includes the use of forest biomass for energy production, is expected to be released today, 20 May.

That strategy is expected to focus on the conservation of old-growth forests, which are considered the most valuable for biodiversity and climate protection. Under the strategy, at least 10 pct of land will have to be protected.

The EU's biodiversity strategy will not become legislation legislation until 2021, when the Commission revises key EU laws, such as the EU's Renewable Energy Directive, and the Regulation on land use, land-use change and forestry (LULUCF). Date: 2020-05-20
In the UK, a new comprehensive analysis has revealed CO2 emissions in London have reduced by almost 60 pct during the COVID-19 lockdown. -- between 23 March and the first week of May this year.

For the period 8am-8pm, the reduction in CO2 emissions was 58 pct which very closely mirrors the daily reduction of 60 pct in traffic flow in central London reported by Transport for London. These and other measurements of pollution during the lockdown and as it eases will provide valuable evidence on how air quality might change as sources of emissions are reduced, the study notes. Idealfuel Project Developing Maritime Renewable Fuel (Int'l.)
Technical University Eindhoven ,Idealfuel
Date: 2020-05-15
In the Netherlands, a consortium of 11 participants led by the Technical University Eindhoven (TU/e) reports it is working to develop methods to convert woody biomass materials into renewable marine fuels through the conversion of lignin from dry plant matter (lignocellulosic biomass). The project is supported by €5 million in grant funding from the European Union's Horizon2020 program.

Idealfuel aims to devise an efficient and low-cost two-step chemical process in order to achieve its goal. In the first step, lignin is extracted from lignocellulosic biomass in the form of Crude Lignin Oil (CLO). This leaves behind a solid cellulose material that can be used in the paper industry or even converted into ethanol. In the second step, the CLO is refined and converted into a Biogenic Heavy Fuel (Bio-HFO) that can be used directly in marine engines or blended with fossil fuels.
