The legislation, as existing law provides, continues to extend flexibility to local and state governments to invest these new resources across 14 categories of eligible projects and programs, including the development of comprehensive energy conservation and efficiency plans; conversion of street lighting to highly efficient LED lighting; installation of renewable energy technology (e.g., solar, wind, fuel cell and biomass energy) on municipal and other qualifying buildings; and weatherization of government buildings.
Under the bill, the Department of Energy retains responsibility for implementing the program, as it did in the 2009-2010 period when the first round of EECBG funding was appropriated and provided to local and state governments. The EECBG Program, which was authorized in the Energy Independence and Security Act of 2007 enacted by President George W. Bush, was first funded by the American Recovery and Reinvestment Act of 2009 (ARRA).

The "Riding Sunbeams" project, which was developed in partnership with not-for-profit 10:10 Climate Action is aimed at developing renewable energy sources to reduce emissions and cut future transport running costs. The pilot project 136 solar panels to an ancillary transformer on the traction system to power lights and signalling equipment near Aldershot Station on the London Waterloo-Alton line. Data from the project will be used to design and test systems that can directly supply solar power to the DC traction network. According to 10:10, solar traction power could provide 10 pct of the energy required to power trains on the UK's third-rail 750V DC electrified lines every year.

TenneT was recently awarded a contract for the construction of the offshore converter platform and the land station for DolWin5 in May, achieving cost savings of around 10 pct compared to the previous DolWin6 project, according to the release.
"According to all international studies and scenarios, the current roll-out rate of offshore wind in Europe is not sufficient to achieve the goals of the Paris Climate Agreement for Europe. An accelerated and large-scale roll-out is necessary. A future internationally coordinated approach could implement the connection and integration of a roll-out of large-scale offshore wind energy more effectively and at considerably lower costs of up to 30 pct than with continued individual national planning," the release added.
The current maximum infeed performance of offshore wind farms in the North Sea reached 4,989 MW on 24 March 2019 at. For the remainder of 2019, EIA expects relatively mild forecast temperatures will keep energy demand and resulting energy-related CO2 emissions below 2018 levels. Accordingly, the agency forecasts CO2 emissions from coal will decrease by 169 million metric tonnes (MmMmt) in 2019, the largest decrease in CO2 emissions from coal since 2015.
On the other hand, natural gas CO2 emissions are projected to rise by 53 Mmmt, largely due to forecast changes in the electric power generation mix as natural gas continues to grow as the most prevalent electricity generation fuel. Power generation consumes nearly 92 pct of the coal used in the U.S..
EIA also projects CO2 emissions from petroleum consumption, which have risen every year for past six years, will be virtually flat in 2019. The first 800MW phase was awarded to a consortium of France's EDF, Abu Dhabi Future Energy Company (MASDAR), and Green of Africa in May. Initial plans were for the first phase to consist of two separate hybridised CSP and PV plants. The CSP component of each project was planned to be around 150-190MW and the PV component 150-210MW, making a maximum of 400MW for each plant. A similar structure was contemplated for the second phase but this appears to have been rejected in favour of a single plant.
The second phase preferred bidder will design, finance, build, operate and maintain the plant, which will be constructed roughly 20 km north of Midelt on plains around the Moulouya River.
The project company will also sign a 25-year PPA with MASEN and will be owned by a lead member, expected to hold at least 35 pct , as well as a technical member holding 5 pct. MASEN will likely take a 25 pct stake in both the project company and the operations and maintenance company. The second phase is expected to be built on a turnkey basis through a lump sum fixed-price engineering, procurement and construction contract.
MASEN notes the Noor-Ouarzazate I solar project achieved 32 pct industrial integration, while Noor Ouarzazate II and III both reached 35 pct.

The Emission Reductions Payment Agreement (ERPA) with the Forest Carbon Partnership Facility (FCPF) carbon fund, is administered by the World Bank and unlocks unlocks performance-based payments of up to $50 million for carbon emission reductions from the forest and land use sectors.
Under the ERPA, the FCPF carbon fund commits to making initial results-based payments for reductions of 10 million tonnes of CO2 emissions. The agreement also specifies on carbon emission baselines, price per ton of avoided CO2 emissions, and a benefit-sharing mechanism. Ghana's emission reductions programme area covers 1.2 million hectares of forest reserves and national parks.
In Ghana, forest degradation and deforestation are driven primarily by cocoa farm expansion, coupled with logging and a recent increase in illegal mining.

Under the deal crops and ethanol produced in MERCOSUR member countries -- Argentina, Brazil, Paraguay and Uruguay -- could be used to meet the EU's green transport fuel targets. The agreement also allows for a lower tariff rate on ethanol imports to be phased in over five years: a quota of 200,000 tonnes with an in-quota rate of one-third of the current high duty of up to €19/hectolitre will be opened for fuel and other uses beyond the chemical industry, according to a EC briefing. The agreement also reduces or eliminates duties that MERCOSUR currently imposes on exports of soybean products to the EU, the Commission said. This could make soy a more attractive feedstock for biodiesel producers in Europe.

The first permit allows the company to test a 1-MW prototype that is not connected to the electricity grid. A second five-year permit for up to 2-MW is renewable if the company meets performance standards, environmental requirements and community engagement conditions. The Jupiter Hydro installation will be located near the Fundy Ocean Research Center for Energy in the Minas Passage and will use existing electricity grid connections.

After tests prove the functionality of the EB2X10.5 300 kW turbine unit, the company plans to build and deploy the same unit scaled up to produce 1 MW -- increasing to 2 MW, 3 MW and even 4 MW in a modular fashion, according to the company's website. The new Korean process uses a reactor that vaporizes coffee grounds by heating them at 500 degrees Celsius.
The technology can convert 200 kilograms of coffee grounds into approximately 2.p tonnes of bio-fuel per hour, according to the release which also claims the technology is

Ordinances slated for review include two options for builders of new construction to reduce natural gas consumption within their developments. By either building an all-electric structure at the minimum efficiency required by the state's energy code or designing a mixed-fuel building using natural gas and electricity at a higher efficiency level, developers can meet the proposed reach code for electrification, according to a staff report.
For single-family and duplex projects, builders can either construct all-electric buildings or design a mixed-fuel building 15 pct above the state code's energy efficiency requirement, which officials estimate could save builders $5,300 in construction costs as compared to a mixed-fuel home. An all-electric design for homes is expected to reduce greenhouse gas emissions by 40 to 50 pct in most cases as compared to a mixed-fuel design, according to the report.
The proposed ordinance for office buildings would require builders to design an all-electric building or a mixed-fuel development 10 pct above the state code's energy efficiency requirement, which could involve using windows less prone to heat, natural sunlight and occupancy sensors. An all-electric office building designed to meet the 2019 state code is estimated to cost $57,300 less to construct compared to a comparable mixed-fuel building, according to the city council's report.

A Schneider Electric commissioned study of 2,000 UK adults and over 600 UK businesses revealed that just 10 pct of consumers want to do more to curb their current energy use, while 74 pct believe they already do enough. 68 pct of business leaders reported their organizations wasted energy, particularly in the form of inefficient building and office space, while 43 pct of corporate CEOs said their organization had not implemented any measures aimed at tackling these inefficiencies in 2018.
The 'Rethink Energy' initiative is focused on: the role for energy in achieving a zero-carbon economy by 2050; £1 trillion price tag -- cost or opportunity; and what will drive change in the UK's demand for energy.

In 2014, Jerome joined Idaho Power's wastewater energy efficiency cohort which aims to bring together city employees to reduce energy use through a series of innovative workshops using no- and low-cost energy-saving techniques and organizational strategies.
The recently completed wastewater treatment plant upgrades includes: new clarifiers; a new aeration basin; new energy efficient anaerobic digesters; energy-efficient turbo blowers with controls; LED lighting and efficient HVAC units.

The PwC report notes the UK is among the economies with the most improvement since 1990, while the greatest strides have been seen in Eastern Europe and Central Asia.
The Keeling Curve Prize recognizes ideas in the areas of Carbon Capture & Utilization (CCU), Energy Access, Transportation, Finance, and Social & Cultural Impacts, that either effectively reduce greenhouse gas emissions or increase carbon uptake, according to a June 28 Keeling Curve Prize press release.
The Opus 12 team was one of the Carbon Capture & Utilization winners, and the NEX/CalCEF team was one of the Finance winners. The Opus 12 award-winning device takes CO2 and water and produces high-value chemicals and fuels that are conventionally made with petroleum. The technology diminishes emissions and produces the "critical products that are the building blocks of modern civilization." The process can generate 16 different products, including ethylene, a precursor for most plastics, methane and syngas, according to the Opus 12 website.

Prof. Allen claims UK farmers have been cutting methane emissions by 10 pct every 30 years, through measures such as better slurry storage and application, and didn't need to reach the Government's net-zero by 2050 target to stop, or actually reverse, warming caused by agriculture. This is because when methane is released into the atmosphere, it has a much stronger warming impact than the same amount of CO2, but unlike CO2 or nitrous oxide, which have a constant warming effect even when emissions fall to zero, cutting the amount of methane -- which is far more potent the CO2 -- emitted will actually cause global cooling, Prof. Allen suggests.
Prof Allen contends that cutting agricultural methane emissions to zero over the next 35 years would cause global cooling, taking the industry's contribution to global warming back to the level it was in the 1960s.
