Russia's Largest Wind Farm Underway Near Murmansk (Int'l. Report)

Enel and its subsidiary Enel Green Power report they will construct the 201-MW Kola Wind Power Station -- the largest wind park in Russia and one of the biggest in the world north of the Arctic Circle. -- about 80 km from the city of Murmansk. The €405 million facility is expected to be commissioned and operational in 2021.

Russia reportedly aims to increase its renewable energy power generation and consumption up to 4.5 pct by year 2020 but is currently nowhere near its target. In an effort to reach its goal, the government reportedly has earmarked only 400 billion rubles ($6.23 million) for the country's entire green energy sector for the period 2025 to 2035. DOE Invests $56Mn in Coal Technology Projects (R&D, Funding)

The U.S. DOE is announcing 32 winners for $56.5 million in federal funding for cost-shared R&D projects for advanced coal technologies and research under six separate funding opportunity announcements (FOAs). The projects further the (Trump) Administration's commitment to strengthening clean coal technologies and cover a range of topics, including carbon capture, utilization, and storage; rare earth element recovery; coal to products; crosscutting coal R&D; steam turbine efficiency; and advanced materials. The awards are as follows:
  • $10 million for ten projects under DE-FOA-0001992, Maximizing the Coal Value Chain. The projects will develop innovative uses of domestic coal for upgraded coal-based feedstocks used to produce power and make steel and for producing high-value products from coal or coal by-products.

  • $11.9 million under DE-FOA-0001996, Advancing Steam Turbines for Coal Boilers. The two projects selected under this FOA seek to improve the performance of steam-based power cycles, resulting in lower cost electricity with reduced emissions per megawatt-hour from coal fueled boilers.

  • $9.3 million for ten projects under DE-FOA-0002001, Crosscutting Research for Coal-Fueled Power Plants. This effort supports DOE's Crosscutting Research Program, which develops technologies that can be applied to a range of fossil energy uses.

  • $5 million under DE-FOA-0002002, Advanced Materials for High-Efficiency, Flexible and Reliable Coal-Fueled Power Plants. DOE selected five projects to support its Crosscutting Research program, which fosters the development and deployment of innovative systems for improving efficiency and environmental performance.

  • 3 projects will receive up to $15 million under DE-FOA-0002003, Process Scale-Up and Optimization/Efficiency Improvements for Rare Earth Elements (REE) and Critical Materials (CM) Recovery from United States Coal-Based Resources.

  • 2 projects will receive $5.3 million under DE-FOA-0001998, Transformational Sensing Systems for Monitoring the Deep Subsurface. This award seeks to reduce uncertainty of and enable real-time decision-making associated with subsurface carbon dioxide (CO2) storage. The selected projects support DOE's Carbon Storage Research Program by improving characterization and prediction of subsurface fluid movement and enhancing real-time measurement of critical subsurface properties.

    $2Bn Nfld. Biomass Storage, Alt. Fuel Plant Planned (Ind. Report)

    The Town of Lewisporte Harbour, Newfoundland, reports it is in talks with U.K.-based Synergy World Energy for the establishment of a roughly 289-hectare liquid fuels production and biomass storage facility.

    The $2 billion (US) project would include an 800 tpd plastics-to-fuel production facility, a 50-megawatt gasification steam turbine power plant a new deep-water cargo port with berths capable of handling up to three bulk carrier ships as well as a separate fuel loading dock, according to the company website. A sorting facility will be used for the separation of solid recovered fuel biomass (SRF). Solid recovered fuel is considered a high-quality alternative to fossil fuel and is produced from mainly commercial waste products, including paper, card, wood, textiles, and plastics. The $2 billion (US) with total power output planned at more than 235 megawatts by the end of the second phase, according to information found on the company website.     St1 Nordic Licenses Honeywell Ecofining Tech. (Ind. Report)

    Des Plaines, Ill.-based Honeywell UOP is reports it has licensed its Ecofining renewable fuels technology to Helsinki-headquartered St1 Nordic Oy for the production of 4,000 bpd of diesel and jet fuel at St1 Nordic's refinery complex in Gothenburg, Sweden. Basic engineering design for the project has already been completed.

    The Ecofining process converts inedible oils, animal fats, tall oils derived from forestry residues and other waste feedstocks into Honeywell Green Diesel which is chemically identical to petroleum-based diesel and can be used as a drop-in fuel. It also features up to an 80 pct lifecycle reduction in greenhouse gas emissions compared with diesel from petroleum.

    In addition to Ecofining technology, Honeywell has commercialized the UOP Renewable Jet Fuel Process™. Jet fuel produced by this process can be blended seamlessly with petroleum-based fuel. When used in up to a 50 pct blend with petroleum-based jet fuel, Honeywell Green Jet Fuel™ requires no changes to aircraft technology and meets all critical specifications for flight, according to Honeywell.     Orsted Selects N.J. Offshore Wind Components Site (Ind. Report)

    Danish wind energy developer Orsted reports its selection of the shuttered Oyster Creek nuclear plant in Lacey Township New Jersey has been approved by the state Board of Public Utilities. Orsted plans to construct an onshore substation and components facility at the site to service its planned a 1,100-MW, $1.6 billion offshore wind facility 15 miles off the coast of Atlantic City.

    The 1,100-MW offshore wind project is expected to generate sufficient electric power for 500,000 area homes.     Aviation Emissions Rising Faster Than Predicted (Int'l Report)

    According to new analysis from the International Council on Clean Transportation (ICCT), commercial aviation emissions have increased by one-third since 2013 -- faster than aviation industry predictions and equivalent to the construction of 50 new coal power plants over the last five years.

    In 2018, emissions from passenger and cargo aircraft totaled 918 million metric tonnes (MMT), or 2.4 per cent of global emissions.

    The US, China, the UK, Japan, and the United Arab Emirates had the highest emissions from passenger aviation, while less developed countries accounted for just 10 pctof all emissions.     Carbon Engineering Expanding Squamish Plant Capacity (Ind. Report)

    In British Columbia, Canada, Squamish-based C Carbon Engineering Ltd. (CE)reports it is expanding the capacity of the design for its first commercial Direct Air Capture (DAC) plant from 500,000 tpy, to an expected one million tpy of CO2 removed from the atmosphere and permanently stored underground each year.

    The plant is being engineered Oxy Low Carbon Ventures, LLC (OLCV), a subsidiary of Occidental and a leader in safe CO2 management and injection. Construction is slated to begin in 2021 for completion and commissioning within approximately two years.

    CE's technology captures CO2 directly from the atmosphere so it can be stored permanently underground, or synthesized into transportation fuels. The company's pilot plant in Squamish began operations in 2015 and has been converting captured CO2 into fuels since 2017.     World Biogas Assoc. Calls For Decarbonization Policies (Ind Report)

    Following on from the recent publication of its Global Potential of Biogas report, which demonstrates that biogas could rapidly reduce world GHG emissions by 12 pct, the World Biogas Association (WBA) has issued recommendations to world governments, financial institutions and other key decision makers to support the industry becoming a key player in meeting Paris Agreement commitments and developing a low carbon circular economy.

    The WBA emphasizes the need to move away from fossil fuels and invest in the infrastructure and incentives required to build a powerful anaerobic digestion and biogas industry that will provide a stable and flexible source of clean energy, as well as bio-fertilisers for agriculture and a potent waste management and sanitation solution. The key recommendations focus around:

  • National pledges to reduce GHG emissions, including the removal of fossil fuel subsidies, through their Paris Agreement Nationally Determined Commitments, energy plans, net-zero targets by 2050 and increases in renewable energy production and consumption over the next decade.

  • The inclusion of AD into these pledges and at the core of circular economy strategies, with targets set for the production of biogas, AD included in all incentive policies and AD nominated as the preferred method of treatment for all biodegradable wastes.

  • Policies to increase biodegradable wastes capture, including the provision by local governments of separate food waste collections in both urban centers and rural areas, and mandatory food waste collection and treatment for businesses of a certain size, combined with increased AD capacity to process the new waste stream.

  • The development of a robust infrastructure to enable the collection and processing of feedstock in large communities as well as remote rural areas, its treatment through both large and small scale facilities, and distribution through a network of refueling points for biomethane as a transport fuel and injection points for gas going into the grid.

  • The management of digestate and implementation of regulations and standards for its safe trading and use.

  • Measures to ensure land is managed with due diligence to environmental impact and energy crops are integrated into production in the most sustainable way.

    The World Biogas Association is the global trade association for the biogas, landfill gas and anaerobic digestion (AD) sectors, dedicated to facilitating the adoption of biogas globally. It believes that AD and biogas technologies provide multifaceted opportunities to produce clean, renewable energy while resolving global issues related to development, public health and economic growth.

  • Is China Scraping Its Ethanol Program (Int'l. Report)

    According to Agricensus, China's corn reserve is reportedly down from 211 million metric tonnes earlier this year to 56 million metric tonnes following its 4th consecutive annual auction to cut back on the overwhelming stocks and help regulate its domestic corn price.

    The sudden plunge is also spurring Trade floor rumors that China is planning to scrap its 2020 ethanol mandate because of the low stocks.     Energy Efficiency Can Get U.S. Halfway To Climate Goals, says ACEEE Report (Ind. Report)

    Halfway There: Energy Efficiency Can Cut Energy Use and Greenhouse Gas Emissions in Half by 2050, a new report by the Washington-based not-for-profit American Council for an Energy-Efficient Economy (ACEEE) shows that energy efficiency can slash U.S. energy use and greenhouse gas emissions by 50 pct by 2050 and get the nation halfway toward its climate goals.

    The report offers a road map for dramatically reducing energy waste and identifies ambitious but cost-effective and technically possible measures that would avert emissions of nearly 2,500 million metric tons of CO2 -- equivalent to all emissions from cars, trucks, homes, and commercial buildings in 2050.

    The ACEEE report identifies 11 opportunities and related policies to achieve the necessary savings. Transportation, which will see a transition to electric vehicles, would deliver nearly half (46 pct) of the emissions reductions while buildings would deliver a third and industry a fifth. For energy savings, buildings would deliver 40 pct of the total, followed by transportation at 32 pct and industry 27 pct. The report also notes that government policies and programs alone would deliver about $700 billion a year in energy savings by 2050.

    The report calls for scaling up energy efficiency measures, including:

  • Rapid upgrades to vehicle standards, building energy codes, equipment efficiency standards, ENERGY STAR specifications, and state energy-savings targets.

  • Substantial improvements to existing factories, homes, commercial buildings, and the electric grid and better management of energy use in all of them, spurred by government investment and requirements.

  • More travel options and better management of freight and aviation energy use, including through user fees.

  • A switch to electric vehicles, equipment, and industrial processes (along with a more efficient and cleaner power sector).

  • Greater investment in research and development for new efficiency options in every sector, especially improved industrial processes.

    In Brussels, the PoweRline Intelligent Metering Evolution Alliance (PRIME) reports more than 40 participants from over 20 utilities and integrators and certification entities -- CEZ Distribuce, EDP Distribuicao, E-Redes, Iberdrola and others -- attended its fifth annual Utility to Utility User Group Conference in Munich. The conference highlighted the deployment of 21,000,000 smart meters with PRIME Technology worldwide.

    Attending utilities received further clarification on how approximately 80 products have been PRIME certified by laboratory members, such as DNV-GL and Tecnalia.

    PRIME represents a public, open and non-proprietary telecommunications architecture which supports present and future AMM functionalities and enables the building of the electricity networks of the future, or smart grids.

    PRIME aims to establish a complete set of international standards which will allow for full interoperability among equipment and systems from different providers. Thus, competition in the metering market will benefit utilities and its customers.

    The components of PRIME architecture (modulation and coding techniques, protocols, data formats etc.) are not subject to any Intellectual Property Rights.     Shell, BP Join Collaboratory for Advancing Methane Science (Int'l)

    Petroleum giants BP and SIEP, Inc. (Shell) are reported to have joined the Collaboratory for Advancing Methane Science (CAMS), an industry-led consortium researching methane emissions and delivering transparent data to evaluate the most effective methane emissions reduction strategies. Other CAMS participants include Cheniere, Chevron, Equinor, ExxonMobil, and Pioneer Natural Resources.

    CAMS undertakes scientific studies addressing methane emissions along the natural gas value chain, from production through end use. Studies will focus on detection, measurement and quantification of methane emissions with the goal of finding opportunities for reduction. CAMS' first project is to develop an open access oil and gas operations emissions calculator that will estimate methane emissions at a basin level and enable operators to evaluate effectiveness of mitigation strategies.     Maritime Shipper NYK Touts First Carbon-Neutral Voyage (Int'l.)

    In the Land of the Rising Sun, maritime shipping giant NYK Line is reporting its first carbon-neutral voyage from Japan to the Middle East offset 5,000 tons of CO2.

    The voyage was completed by the car carrier Aries Leader which is equipped with the latest energy-saving technologies, which the company claims reduces CO2 emissions per unit by 30 pct compared with existing large pure car carriers, comparing emissions on a per car basis.     Van Oord Testing Marine Biofuels (Int'l. Report)

    Netherlands-based marine dredging firm Van Oord reports it is working with Shell to test the use of biofuels for its fleet of dredgers during a dredging project in Germany. The biofuel being used in the pilot is made from used cooking oil and other wastes and reduces CO2 emissions by more than 40 pct compared with conventional marine fuel. The biofuel also enables Van Oord to comply with sulfur emission regulations.

    China Upping Financial Support to Address Climate Change (Int'l.)

    Cement Giant Commits to Cutting Carbon Footprint (Int'l. Report)

    Iberwind Extends Nordex Portuguese Service Contracts (Int'l Report)

    Portuguese wind energy specialist Iberwind reports it is extending its service contracts with the Nordex Group for 132 of its wind turbines. As part of a Premium Service contract the Nordex Group will be handling the service and maintenance of 110 N90/2500 and N90/2300 wind turbines and 22 N60/1300 machines until 2025.

    The extended service contract for 290 MW covers 70 pct of the wind capacity installed in Portugal by the Nordex Group. The first Nordex wind turbines for Iberwind were installed in 2001.

    To date Iberwind has been responsible for the installation of 31 wind farms since 1998.     Researchers from Illinois State University, the Ohio State University, the University of Wisconsin at Platteville and the University of Minnesota will join Phippen's team.

    The integrated pennycress crop program will focus on improving pennycress genetics for plant breeding and preservation, agronomic management, ecosystems and supply chain management for post-harvest seed control, with the goal of commercially launching pennycress as a cash cover and biofuels crop in 2021. St. Louis-based CoverCress Inc. is working closely with Phippen and his team for some of the breeding and post-production side of the research.

    Technion Claims New H2 Production Technology (New Prod & Tech)

    Researchers at the Israel Institute of Technology (Technion) are reporting development of an efficient, inexpensive, environmentally-friendly and safe hydrogen (H2) production technology.

    Currently, most hydrogen production is derived from fossil fuel, and its production involves processes that emit carbon dioxide (CO2) -- which accelerates global warming. The main alternative so far is water electrolysis, where two electrodes -- anode and cathode -- are placed in alkaline or acid enriched water that increases conductivity. In response to passing an electrical current between the electrodes, the water molecules (H2O) are broken down into their chemical elements, such that hydrogen gas (H2) is produced near the cathode and oxygen (O2) is produced near the anode.

    The energy efficiency of electrolysis is only about 75 pct and requires high electricity consumption. The new Technion E-TAC water splitting technology, improves hydrogen production efficiency to 98.7 pct and significantly reduces CO2 emissions.

    WELTEC Completes French Potato Waste Biomethane Plant (Int'l)

    Vechta, Germany-headquartered biogas specialist WELTEC BIOPOWER GmbH is reporting completion of a biomethane plant for Brttany, France-based potato chip producer ALTHO. When fully operational, the plant generates roughly 200 standard m3/h of biomethane from potato waste and wastewater sludge.

    The plant's potato chip production yields 22,000 tpy of leftovers and sludge. Potato and starch leftovers and other production waste account for about half of the substrate, with the rest is made up of the sludge from the washing process.

    Hawaii's First Community Solar Project Gets the Nod (Ind. Report)

    SEIA Considers Mass. DOER Solar Expansion Proposal (Ind Report)

    In the Bay State, the Massachusetts Department of Energy Resources (DOER) reports it has released plans to reform and expand the Solar Massachusetts Renewable Target (SMART) program which incentivizes cost effective solar and promises to double the amount of solar in the commonwealth.

    To meet increasing customer demand for solar energy, DOER proposes adding 800 MW to the SMART incentive program, bringing the total to 2.4 gigawatts. The Solar Energy Industry Association (SEIA) supports this expansion but, in comments to regulators, is calling for even more capacity to be added to the program. To that end, DOER has proposed the dollowing regulatory clarifications and fixes:

  • DOER proposes clarifying SMART metering configurations when projects are paired with storage. The clarification will impact residential and larger scale projects. These issues have drawn the ire of utilities, regulators and solar firms for the past year. DOER guidance on metering is critical.

  • DOER proposes an increase to the stepped-up incentive for municipal projects. A higher incentive would make it easier for cities, towns and school districts to go solar. In addition, DOER proposes more time for municipal projects to meet certain milestones for qualification, recognizing that public projects almost always have to go through a bidding process. SEIA agrees with the intent of this proposal.

  • Fixing compensation for solar projects serving on-site energy needs. Based on the current regulatory framework, some projects without a net metering allocation get reduced values. DOER proposes expanding the use of certain credits and changing the way energy compensation is calculated.

    According to SEIA, the most troubling aspects of DOER's plans involve the treatment of community solar projects, including a proposed five-fold increase in penalties for larger scale solar projects on certain lands. DOER calls for the new penalties to apply to a broader swath of community solar projects and for changes to apply to projects already in development. These proposals would have a negative impact on the community solar market. Increased penalties will halt solar development, with penalties ranging from a few hundred thousand dollars to many millions, according to SEIA. (Source: Mass.     Minnesota Governor's Biofuels Council Launched (Ind. Report)

In this particular time period, wind power became the third largest energy source after imported coal, which generated 157.87 GWh of electricity. Lignite came second with 144.18 GWh. Throughout the period, wind power generation per hour remained above 5 GWh.

    Delta Invests $2Mn in Forest Biomass Biofuel Study (Ind. Report)

    U.S. air carrier Delta Air Lines reports it is partnering with Northwest Advanced Bio-fuels (NWABF) for a $2 million study to determine the feasibility of building a facility in Washington State to produce sustainable aviation fuel and other biofuel products.

    The facility would utilize forestry waste and wood "slash" to produce sustainable fuels. The result would qualify under an approved carbon-reducing pathway recognized by the American Society of Testing and Materials.

    Delta expects the study to be completed by the middle of 2020, at which time it will "evaluate the next steps in moving forward with the project's development" with the expectation that the project would be in production by the end of 2023. Biofuels produced at the facility could provide around 10 pct of the airline's annual jet fuel consumption in the West Coast region.

    As previously reported, Delta operated its first carbon-neutral delivery flight, using biofuels on a new A321. The airline also purchases offsets for domestic flights into and out of seven high-traffic airports.     247Solar Selects Capstone Microturbines (Ind. Report)

    Van Nuys, California-headquartered microturbine technology specialist Capstone Turbine Corporation Inc. is reporting receipt of an order from 247Solar Inc. for two C200S microturbines to be used in combination with 247Solar's technology to produce reliable, zero-carbon power generation.

    The 247Solar system uses mirrors (heliostats) to focus sunlight onto a solar receiver to heat air flowing through it, which is then used to drive the Capstone microturbines to produce electricity. That heated airflow can also be directed to a thermal storage system, and then transferred back into the Capstone microturbines at night when solar irradiance is not available.

    The first installation is slated for mid-2020 in Ouarzazate, Morocco, in collaboration with the Moroccan Agency for Sustainable Energy (MASEN). Morocco is aiming to secure 52 pct of its energy mix from renewable sources by 2030.     Utilities Coalition Challenging Trump's ACE Plan (Ind. Report)

    Reuters is reporting New York-based Con Edison and eight other U.S. utilities -- the Power Companies Climate Coalition -- have filed a legal challenge to the Trump administration's Affordable Clean Energy (ACE) plan to cut carbon emissions from power plants. Trump's plan replaces the Obama administration's Clean Power Plan that would have cut power plant carbon emissions by more than a third from 2005 levels by 2030 by virtually eliminating coal-fired power production.

    According to the filing, Trump's Affordable Clean Energy (ACE) rule undermines efforts already under way to reduce greenhouse gas emissions by investing in renewable energy, electric vehicle infrastructure and energy efficiency and other clean technologies.

    ACE allows states three years to devise their own plans to cut emissions mainly by encouraging coal-fired power plants to improve efficiency.

    The coalition members include: Con Edison, Exelon Corp, National Grid, PG&E Corp, Public Service Enterprise Group Inc, Los Angeles Department of Water and Power, Seattle City Light, Sacramento Municipal Utility District and New York Power Authority.   • Current international commitments to limit temperature rise to 2 degree C over pre-industrial conditions would still leave atmospheric CO2 at levels 50 pct higher than humans have ever experienced -- presenting conditions humans are unlikely to survive long-term.

  • Climate Restoration is possible using both technologies and financing available today.

  • Climate Restoration solutions must be permanent, scalable and financeable. Examples of solutions that meet these criteria include mineralizing CO2 into synthetic limestone, large-scale restoration of native forests and promoting photosynthesis and healthy fisheries through ocean restoration methods.

  • Because commercially viable carbon sequestration solutions already exist, the private sector can play a significant role in leading the way toward Climate Restoration. Companies are already buying carbon byproducts and can use their purchasing power to restore the climate if we further raise awareness of products derived from Climate Restoration methods and establish a supportive policy environment.
