Valmet Supplying Woody Biomass Boiler to Finnish Power Plant (Int'l)

In Finland, Espoo-headquartered Valmet Oyi reports it will supply a new Naistenlahti 3 boiler biomass boiler plant to Tampereen Sahkolaitos Oy's Naistenlahti power plant in the city of Tampere, Finland.

The new €70 million plant will be fueled mainly by renewable woody biomass and milled peat as a secondary fuel. The biomass boiler will have a steam capacity of 191 MW and will run as a baseload plant for district heat production from September to June. Delivery and installation is expected in 2022. NM Tech Funded for $22Mn CCS Study (Ind. Report, Funding)

The New Mexico Institute of Mining and Technology (NM Tech) is reporting receipt of $17.5 million in US DOE funding to study the safe storage of CO2 in underground saline reservoirs near the San Juan Generating Station. An additional $4.4 million in afunding will come from Enchant Energy and NM Tech funds.

The data obtained from the $22 million effort will be used to prepare, submit and obtain a permit to construction a Class VI well to store CO2 captured from the power plant if Enchant Energy successfully retrofits San Juan Generating Station with carbon capture technology. The Class VI wells are intended to store carbon dioxide in a safe and secure manner for at least 990 years.

Other recently funded CCS projects include:

  • Approximately $25.4 million for the Illinois Storage Corridor

  • Nearly $23.6 million for an early carbon dioxide storage complex in Kemper County, Mississippi

  • Roughly $25 million for a carbon dioxide storage well project in North Dakota as part of Minnkota Power's Project Tundra

  • About $19.1 million for a storage complex project in Campbell County, Wyoming, that would use CO2 captured from the coal-fired Dry Fork Station.   • Cambodian Solar-Biomass Hybrid Power JV Announced (Int'l. Report)

    Japan's Aura Green Energy Co. is reporting a 50-50 joint venture with solar panel system provider WWB Corp. for the construction of a rice husk fueled power generation plant that incorporates solar panels near Phnom Penh, Cambodia. The biomass-solar hybrid power plant is expected to launch in 2021.

    The ¥400 million ($3.7 million) project will have a total of 1,500 kilowatts. Any surplus power is to be sold to the national grid or a local power company as an IPP. The project is partly subsidized by the Japanese government, at about ¥110 million under the Joint Crediting Mechanism, a greenhouse gas emission reduction plan to exchange reduced carbon dioxide emissions.     UAE Biodiesel Producer Neutral Fuels Touts Expansion (Int'l. Report)

    Following up on our 27 May, 2017 coverage, Dubai-based biodiesel producer Neutral Fuels reports it is the first company in the world to commercialize an "enzymatic biodiesel" using a strain of enzyme derived from the fungus that grows on a soy bean to allow it to process poor quality used cooking oil into good biodiesel.

    The company is now reporting the upcoming opening of 4,700 t/yr B100 certified to Europe's EN14214 biodiesel standard production plant in South Africa. In 2019 the company expanded into India's Delhi and Bahrain in 2019 with B100 plants of 4,700 t/yr and 2,400 t/yr respectively. Funds raised from green bonds listed on Germany's Frankfurt stock exchange in 2019 are partly financing the company's growth.

    Neutral Fuels notes it has no plan to export to international markets but rather aims to enhance waste-based biodiesel consumption in the regions where it is located by replicating the localized supply chain model used in its Dubai operations.     Governors Seeking RFS Refinery "Hardship" Waivers (Ind. Report)

    ICIS is reporting the governors of Louisiana (D), Texas (R), Oklahoma (R), Utah (R) and Wyoming (R) have written to the US EPA asking for "hardship" waivers for the Renewable Fuel Standard (RFS) for refiners in their states. In their appeal, the governors noted plunging fuel demand as the reason for the request.

    According to the Energy Information Administration (EIA) the states currently under the COVID-19 pandemic "stay at home orders" account for 95 pct of US fuel demand. Meanwhile, ethanol market producers and players say that it is a "convenient reason for them (oil refiners) to escape a US law", and that doing so would further harm ethanol demand.

    As previously noted, "hardship waivers" were intended for refineries producing 75,000 bpd or less and suffered "disproportionate economic hardship" from the costs of RFS compliance. The waiver frees the refineries from an obligation to provide the EPA with biofuels credits proving compliance. Under the now vanquished administrator Greg Pruitt's direction, the EPA handed out 54 exemptions over two years and not a single request for an exemption was denied.Under the U.S. Renewable Fuel Standard, the nation's oil refineries are required to blend billions of gallons of biofuels such as ethanol into the fuel or buy credits from those that do.     Triton Solar Developing 1,500-hp, 700-mile SUV New Prod & Tech)

    In the Garden State, privately held Cherry Hill-based Triton Solar has just revealed the first rendered images and details of its first eight-seat Triton SUV.

    The $140,000 base model will have 1,000 horsepower and jump from zero mph to 60 mph in 2.9 seconds. That power will be coming from Triton's proprietary battery technologies. Triton hopes to integrate solar panel technology in the vehicle's roof which is more than 90 pct glass, which would allow for a 700-watt solar panel system that would power air conditioning and other auxiliary purposes. The Model H will have two-way functionality with Triton Solar's Pandora Box energy storage system, which has a built-in EV charger.     Philadelphia Reopens Solarize Philly Program (Ind Report)

    In the Keystone State, the Philadelphia Energy Authority (PEA) reports the reopening of its Solarize Philly program, designed to help finance solar installations by residents and businesses. According to the PEA, Solaize Philly is the largest program of its kind in the nation with 654 homeowners having signed solar contracts since the program started in 2017.

    The PEA offers a Solar Savings Grant Program paired with financing available for low- and moderate-income households looking to go solar with no upfront costs. Grants can cover up to half of the cost of solar for eligible households. Solarize Philly also vets installers, who are now offering free remote assessments through online conferences.

    Separately, the city offers a one-time Philadelphia Solar Rebate of 20 cents per watt to residential projects and 10 cents per watt to commercial projects.     Sunrun Prevents 5Mn Metric Tons of CO2 Pollution (Ind. Report)

    San Francisco-based home solar, battery storage, and energy services specialist Sunrun Inc. reports that through the generation of nearly 2,000 MW of solar energy its customers have saved hundreds of millions of dollars on their electricity bills and prevented more than 5 million metric tons of carbon pollution since the company's 2008 founding, according to the company's just released third annual Impact Report.

    According to the report: Sunrun systems have further prevented the emission nearly 5 million tons of nitrogen oxide pollution since 2008; produced 7.4 billion kilowatt-hours of clean energy since 2007 -- equivalent to taking 1.3 coal-fired power plants offline for a year.

    New Window Solar Cell from Monash Univ. (New Prod & Tech)

    Monash University engineers in Melbourne, Australia are touting a newly developed next-gen perovskite solar cells (PSCs) semi-transparent solar cell that offers a viable level of efficiency.

    Two square metres (around 22 square feet) of the new solar cells would generate about as much electricity as a standard solar panel, according to the latest study -- roughly 140 watts per meter, if tinted to the same degree as current glazed commercial windows.

    The semi-transparent cells have a conversion efficiency of 17 pct while still transmitting more than 10 pct of the incoming light. The new cells replace a key solar cell component (Spiro-OMeTAD) with a specially developed polymer, based on an organic semiconductor, which increases overall stability.     Trump Admin. Continues to Weaken Climate Change Laws Amid Pandemic (Opinions, Editorials & Asides)

    "Most American are probably unaware of how aggressively the Trump administration is rolling back environmental laws. Just recently, the administration implemented a far-reaching climate change rollback that dismantled an Obama-era clean air standard. Unfortunately, that rollback, as well as other rollbacks, have received little media attention -- and understandably so -- because most news outlets are preoccupied with Covid-19.

    "However, this pandemic does not provide decision makers with a license to haphazardly reverse decades of environmental progress and climate change laws. Unfortunately, that is exactly what is happening as the administration is seemingly using the pandemic as a 'red herring' to gut numerous laws. This misguided attempt to undermine climate change policy is particularly troublesome especially when considering that 64 pct of Americans believe climate change is a serious threat and/or a crisis.

    "Surfrider believes it is unconscionable to gut environmental laws while most Americans are deeply concerned about the global pandemic and will be less likely to engage in civics. Not only are these rollbacks underhanded, but they contribute more air and water pollution which will impact residents with health conditions, making them more susceptible to Covid-19. A new Harvard study found that air pollution can be significantly linked to higher rates of death in people with Covid-19.

    "It should be noted that some rollbacks were proposed prior to Covid-19, and are part of a broader pattern of environmental deregulation under the Trump administration. Yet, the most recent rollback is particularly troubling because it dramatically weakens vehicle emissions standards that were hard-fought over the past decade. Another attempt to undermined climate change efforts came when the administration proposed to revoke California's authority's to set higher air quality standards than the federal government. Of course, California promptly sued and the case is making its way through the courts.

    "The National Environmental Policy Act (NEPA), a paramount environmental law that mandates climate change review, has also become another target. The Trump administration brazenly proposed a rule that climate change impacts should not be considered under NEPA. The proposal has met significant opposition in Congress where a Democrat and Republican co-authored a bipartisan sign on letter opposing the administration's plan. Moreover, the courts have a long history of requiring government agencies and businesses to weigh climate change impacts during decision-making and implementing large projects.

    "Then there are oil and gas production rollbacks. For years, the DoI has drastically weakened offshore drilling safety regulations. To add insult to injury, the administration launched a controversial plan to open up roughly 90 pct of U.S. waters to oil drilling, which Surfrider and our partners have helped stall. Most recently, the administration auctioned off 78 million acres in the Gulf of Mexico to oil/gas producers despite cries to halt sales until after the pandemic.

    "Right now, our global community is experiencing two crises -- Covid-19 and climate change -- and we should be applying the same lessons to each crisis. While times have been challenging the past several weeks, there are positive lessons to embrace that relate to climate change:

  • Global society can work together to stave off 'worst case scenarios.' With sufficient leadership, we can take the necessary (albeit painful) collective steps to avoid catastrophe. A similar global response is needed to tackle climate change.

  • There is undeniable strength in science. At first, Covid-19 was framed as being no worse than the flu (some alluded it was a hoax). Once clear facts and science were embraced, the situation was taken more seriously.

  • A deeper appreciation for nature is emerging. Since people have been staying home, the great outdoors has never been so appealing.

  • The earth has appreciated the pause. Satellites images show air pollution over major worldwide cities has significantly dropped. In fact, in the northeast U.S. there was a 30 pct drop in pollution.

    Needless to say, it shouldn't take a global pandemic for us to make bold reductions in greenhouse gas emissions. The threats posed by climate change have become abundantly clear and the solutions are right in front of us.   • Austrian Airline Bailout Subject to Climate Change Conditions (Int'l)

    Speaking at a news conference on April 16, the Austrian Environment Minister Leonore Gewessler, noted that any bailout of Austrian Airlines will be conditional upon climate change considerations. The Minister's comments are in response to Austrian Airlines reportedly planning to seek €800 million ($865 million) in state aid. Austria presently levies a charge of €12 ($13) per passenger, but does not impose taxes on aviation fuel, as is the case throughout Europe.

    City of Beacon Adopts NYStretch Energy Code (Ind. Report)

    In the Empire State, the City of Beacon (pop. 14,800 +-) reports it is the first municipality in New York State outside New York City to adopt the New York State Stretch Energy Code that ensures cost-effective energy efficiency in building construction.

    The NYStretch Energy Code-2020 Version 1.0 was adopted by the New York State Energy Research and Development Authority and calls for incrementally higher efficiency standards in new and renovated buildings.

    According to NYSERDA, adopting NYStretch will provide savings of roughly 11 pct over the 2020 Energy Conservation Construction Code of New York State when that energy code is released by the state department of state.

    US Greenhouse Gas Emission Down 27 pct Since 2005 (Ind. Report)

    According to the just released US EPA 2020 Inventory of U.S. Greenhouse Gas Emissions and Sinks report on nationwide greenhouse gas (GHG) emissions, since 2005, national GHG emissions have fallen by 10 pct and power sector emissions have dropped by 27 pct -- even as our economy grew by 25 pct.

    From 2005 to 2018, total U.S. energy-related CO2 emissions fell by 12 pct. In contrast, global energy-related emissions increased nearly 24 pct from 2005 to 2018. (Source: EPA, 25 April, 2020)

    Michigan's Largest Wind Farm Now Online (Ind. Report)

    DTE Energy is reporting its new 168-MW, 68 turbine Polaris Wind Park in Gratiot County is now operational and generating sufficient power for more than 64,000 homes. The facility is the largest operating wind park in Michigan and the first of four new wind parks DTE will commission in 2020.

    Archer Daniels Midland Idling Two Corn-Ethanol Plants (Ind. Report)

    Chicago-headquartered biofuel pioneer and ethanol producer Archer Daniels Midland Co. (ADM) reports the idling of two of its 300 million gpy corn ethanol plants in Columbus, Nebraska, and Cedar Rapids, Iowa, as the demand for ethanol continues to fall. The shutdown is expected to last for 3 or 4 months.

    According to the US Energy Information Administration (EIA), fuel ethanol production is now at 563,000 bpd, the lowest level of production since the EIA began reporting ethanol production statistics in 2010.     ADB Loans $100Mn for Mongolian Battery Energy Storage Project (Int'l)

    The Asian Development Bank (ADB) reports approval of a $100 million loan to help supply renewable energy to coal dependent Mongolia by installing its first large-scale advanced battery energy storage system (BESS).

    The project will install 125 mw of advanced BESS, making it among the largest battery storage systems globally. The system will include a battery energy management system enabling it to be charged entirely by renewable electricity. The project is expected to come in at $114.95 million, of which $3 million is co-financed by a grant from ADB's High-Level Technology Fund, financed by the Government of Japan.     DOE Announces $25Mn for Grid Management Systems (Ind. Report)

    The U.S. DOE has announced $25 million in funding for 10 projects as part of the Performance-based Energy Resource Feedback, Optimization, and Risk Management(PERFORM) program. These projects will work to develop innovative management systems that represent the relative delivery risk of each asset, like wind farms or power plants, and balance the collective risk of all assets across the grid.

    PERFORM teams will design risk scores that communicate the delivery risk of an asset's offer, such as the reliability of electricity from a solar plant due to the weather on a given day. They will also develop grid management systems that internally capture uncertainty and evaluate the system risk to meet or exceed a set baseline. This risk-driven paradigm will enable grid operators to better maintain a supply-demand balance and system reliability, even with the intermittency of renewables. In turn, they can optimally manage the system and assess the true value of essential reliability services in real time, allowing for a more diverse energy mix.

    The U.S. National Aeronautics and Space Administration (NASA) is reporting the developement and testing of a new technology which turns waste into "green" fuel for possible use on the International Space Station and in long term space missions.

    Developed in a recent collaboration with researchers at the University of Saskatchewan (USask), the high-quality fuel gas mixture is made from crop and forestry residues, food waste, cattle manure, petroleum, and petrochemical waste.

    Consisting of hydrogen, carbon monoxide, carbon dioxide, and methane, the syngas can be used as a cheaper alternative to fossil fuels, green diesel and other applications.     The Virginia Green Travel Alliance is reporting the Capital Region Airport Commission (Richmond Airport) is receiving the Virginia Green Travel Star Award as the 2019 Green Transportation Facility of the Year for its concerted efforts to reduce its environmental impacts.

    The Virginia Green program is run through a partnership between the Virginia DEQ, Virginia Tourism Corporation, the Virginia Restaurant, Lodging & Travel Association, and the Virginia Green Travel Alliance. Recent Sustainability Measures at RIC include:

  • The Airport maintains over 75 recycling containers and encourages travelers and employees to participate in the recycling program. In the past four years, over 100 tons of material has been recycled;

  • In addition to purchasing Green Seal Certified products, the Airport also ensures that paper products are made from recycled material;

  • Water-efficient products have been installed to reduce consumption by 50 pct;

  • Compressed Natural Gas (CNG) EasyPark parking shuttles effectively reduce tailpipe emissions and ambient noise;

  • Various lighting systems have been upgraded to T5, T8 and LEDs and compact florescent lighting has replaced incandescent lights in canned lighting;

  • Electric carts replaced light-duty maintenance vehicles for use by Baggage Handling Systems Department and Utilities and Grounds Department;

  • Automated building management, mechanical, and LED lighting systems are utilized across airport property;

  • N.J. Plans Wind Innovation, New Development Institute (Ind Report)

    In the Garden State, the New Jersey Wind Council established by Governor Phil Murphy reports plans to create a Wind Innovation and New Development Institute (WIND) to serve as a center for education, research, innovation, and workforce training related to the development of offshore wind in New Jersey and the Northeast and Mid-Atlantic region. To that end the WIND institute will:

  • Establish a wind turbine technician occupation in New Jersey -- Wind turbine technicians are critical for industry growth and are in demand across the country. For each project, an individual original equipment manufacturer (OEM) requires dozens of wind turbine technicians to support installation and provide efficient turbine maintenance throughout the lifetime of the wind farm. New Jersey will need to train qualified wind turbine technicians to achieve Murphy's goal of producing 7,500 MW by 2035.

  • Expand the pipeline of trade workers with the skills and qualifications required for offshore wind;

  • Introduce a Global Wind Organization (GWO) Safety Certification program -- Working in the offshore wind industry requires workers on turbines, including wind turbine technicians, to complete the GWO's safety training. New Jersey currently does not provide GWO training.

    As previously reported, Orsted U.S. Offshore Wind is contributing $200,000 to clean energy research and educational outreach activities at New Jersey's Montclair State University's Clean Energy and Sustainability Analytics Center (CESAC). The company will also aid in the advancement of energy research initiatives, the development of educational events and stakeholder engagement activities.

    Wyoming Carbon Storage Project Scores $15.2Mn Funding (Funding)

    Plans for a commercial-scale geological carbon dioxide storage complex near Basin Electric Power Cooperative's 385-MW Dry Fork Station and the Wyoming Integrated Test Cente near Gillette have been boosted with a $15.2 million award from the U.S. DOE, National Energy Technology Laboratory (NETL). Bismark, ND-based Basin Electric Power Cooperative is contributing $1.5 million to the project and University of Wyoming's School of Energy Resources (SER) cost-sharing contribution is $2.4 million. The project is intended to more than 50 million metric tons of CO2 underground.

    The three-year, $19.1 million project is the third phase under the DOE Carbon Storage Assurance Facility Enterprise (CarbonSAFE) initiative, which seeks to help mitigate CO2 emissions from consumption of fossil fuels. No CO2 will be injected during this stage. The Dry Fork Station project and others selected by the agency aim to develop integrated carbon capture and storage complexes that are constructed and permitted for operation between 2025 and 2030.

    Over the next three years, the project partners intend to conduct rigorous, commercial-scale surface and subsurface testing, data assessment and modeling; prepare and file permits for construction with Wyoming's Department of Environmental Quality; integrate this project with a separately funded CO2 capture study by Membrane Technology and Research Inc. (MTR); and conduct the required National Environmental Policy Act analyses in support of eventual commercialization of the site. Other project participants include: Advanced Resources International Inc.; Carbon GeoCycle Inc.; Denbury Resources Inc.; Los Alamos National Laboratory; and Schlumberger. Other UW participants are the Enhanced Oil Recovery Institute, the College of Business and the College of Law.

    St.Louis Sets Building Energy Performance, Energy Efficiency, Conservation Standards (Ind. Report)

    In the Show Me State, the city of St. Louis is reporting passage of a Building Energy Performance Standard (BEPS) -- building energy efficiency -- ordinance requiring building owners to measure and report their energy use.

    BEPS is similar to the city's Building Energy Awareness bench-marking ordinance but would only be required for buildings over 50,000 square feet. The BEPS ordinance will also establish 15-year-compliance pathway for buildings that stand to benefit from deep energy improvements and can achieve energy performance well beyond the required performance standard.

    The BEPS policy benefits include:

  • Cost Savings -- While an initial investment may be required, energy efficiency improvements pay back quickly and result in significant operational cost savings over time. The savings incurred from the BEPS ordinance will go directly to St. Louis residents and businesses and will also help preserve the city's existing building stock.

  • Smarter Buildings -- Improving building performance enables building owners to capitalize on new technologies and operational practices that allow their buildings to be more responsive to daily demands and conditions, thus becoming more productive and affordable.

  • A Stronger Local Economy -- The BEPS ordinance will help add to the estimated 42,000 jobs in Missouri's energy efficiency industry by creating new jobs for local energy auditors, architects, engineers, electricians, plumbers, roofers, technicians and other contractors who sell energy-efficient services, products, and technologies.

  • A More Resilient St. Louis -- Investing in building energy improvements enables buildings to operate better, be more durable, and better withstand the more frequent extreme weather events associated with climate change.

  • A Cleaner, More Productive Energy Supply -- A carefully set standard will improve energy use across all buildings to better enable and support local utilities' transition to a low- and no-carbon renewable energy supply.

  • Increased Capacity for Electricity -- As the city transitions to greener energy, it is still dependent on an electric grid that can be overwhelmed due to overuse. Energy efficiency updates relieve grid capacity, increasing grid stability for providing electricity to all St. Louis residents.

    Bethesda, Maryland-based woody biomass pellet specialist Enviva is touting its 2020 Implementation Plans detailing the company's commitment to responsible and sustainable wood sourcing in accordance with strict environmental standards.

    The 2020 Implementation Plans define the company's measurable goals in three sections -- sustainable forestry standards, verification and transparency, and conservation leadership across the U.S. Southeast, where the company owns and operates wood pellet production plants.

    According to a release, in 2020, Enviva plans to publish its first Corporate Sustainability Report describing how the company works to deliver on its mission to displace coal, grow more trees and fight climate change, its current environmental impact and sustainability practices and its goals for continuous improvement in sustainability of its business in the long-term.

    The company also plans to add 30,000 acres to the American Tree Farm System (ATFS) and/or Forest Stewardship Council (FSC) certified land base.     Unlike the first phase of the CBRE program which was limited to 8MW, this phase will be open to 235 MW of renewable generation across Hawaiian Electric's five-island service territory. The community solar second phase places special emphasis on opportunities for low-and-middle income residential customers to participate.   • Harvard's $40.9Bn Endowment Aims for Carbon Neutrality (Ind Report)

    In Cambridge, Massachusetts, Harvard University is reporting a new pledge to reduce carbon and other GHG emissions by monitoring its $40,9 billion endowment investment portfolio with a view to achieving net-zero greenhouse gas emissions by 2050. The net-zero pledge is a first among U.S. endowments. Harvard's is the world's largest educational endowment fund.

    The university's governing body, the Harvard Management Company (HMC), which administers the endowment, plans to reach net-zero by 2050 through a collaboration with faculty and other experts and careful work with asset managers to examine their portfolio's transparency and emission levels. HMC expects to formulate detailed plans to achieve net-zero emissions before the year end.

    Harvard's new pledge aligns with HMC's sustainable-investing framework, which was adopted in 2014 when Harvard signed on to the U.N.-sponsored Principles for Responsible Investment, a six-point outline for a global standard.     73 US Ethanol Plants Idled (Ind. Report)

    According to the ethanol trade group, the Renewable Fuels Association (RFA), of the 204 operating ethanol plants in the U.S., 73 plants are now idled and another 71 plants have reduced production as a result of the COVID-19 pandemic. RFA estimates that ethanol production could fall by around 3bn gallons in 2020, a nearly 20 percent cut from previously expected levels.

    NCGA Calling for Low Carbon, High Octane Fuel Standard (Ind Report)

    According to the National Corn Growers Association's (NCGA) Mark Palmer, director of renewable fuels, the corn ethanol industry is presently dealing with some major challenges right now but is working on legislation to establish a federal low carbon, high octane fuel standard for automobiles.

    A low carbon, high octane standard would allow sales of 20 pct or higher ethanol blends. Palmer says they hope to have legislation introduced in the House by late summer or early fall.     Allegheny College PA's First Carbon Neutral College (Ind. Report)

    In the Keystone State, Allegheny College (enrollment 1850 +-) in Meadville reports it is the state's first college or university and only the eighth in the nation to achieve carbon neutrality.

    Allegheny College's Board of Trustees established a climate action plan in 2010 that in part aimed to become a carbon-neutral institution by 2020.To that end, the school increased its energy efficiency by nearly 20 pct through retrofitting existing infrastructure, making system and behavioral changes, and opting for sustainable construction and renovation. It also shifted from fossil fuel-based energy sources to alternative energy sources by installing geothermal heating and cooling systems in four buildings, generating 8,500 kilowatt-hours of solar energy annually and by only buying energy from wind-generated sources. It offset remaining emissions by investing in projects that Allegheny College faculty and students are involved in, including, for example, a methane-capture project at a dairy farm.     North West UK Hydrogen - CCS Project Funded (Int'l. Funding)

    In the UK, the HyNet hydrogen and carbon capture, utilization and storage (CCS) project reports receipt of Government funding to map out the northwestern region's journey to becoming the country's first net-zero carbon industrial sector by 2040.

    The £120,000 project, which is jointly funded by UK Research & Innovation (UKRI) under the Industrial Decarbonization Challenge Fund (IDCF), will help determine how the North West region will decarbonise and meet its goal. The region -- Cheshire, parts of North East Wales, Warrington, Liverpool City Region and Greater Manchester -- which collectively generates roughly 6 million tpy of industrial CO2 emissions.     China Joins IEA Bioenergy Tech Collaboration Programme (Int'l.)

    The IEA Bioenergy Technology Collaboration Programme (TCP) is reporting the People's Republic of China has joined the TCP, bringing the number of contracting parties to 26. China National Renewable Energy Centre (CNREC) plans to join two IEA Bioenergy tasks -- Energy from Biogas (Task 37) and Climate and sustainability effects of bioenergy within the broader bioeconomy (Task 45).

    According to IEA data, in 2019 China accounted for over half of bioenergy additions in the power sector (4.7 GW) and is the third largest global producer of fuel ethanol. In 2018 heat and electricity derived from solid biomass accounted for approximately 186,000 jobs and approximately 145,000 for biogas.

    IEA Bioenergy's vision is to achieve a substantial bioenergy contribution to future global energy demands by accelerating the production and use of environmentally sound, socially accepted and cost-competitive bioenergy on a sustainable basis, thus providing increased security of supply whilst reducing greenhouse gas emissions from energy use, according to its website.

    The China National Renewable Energy Centre (CNREC) is the national institution for assisting China's energy authorities in renewable energy (RE) policy research, and industrial management and coordination.     Abengoa Wins Chilean Wind Transmission Contract (Int'l. Report)

    Dominion's Coastal Virginia Offshore Wind Project Nears Construction (Ind. Report)

    In the Old Dominion State, Richmond-headquartered Dominion Energy is reporting turbine components and monopiles for its pilot Coastal Virginia Offshore Wind (CVOW) pilot project are en-route to North America.

    The project's foundations, consisting of the turbines' monopiles, transition pieces and anode cages were fabricated by EEW SPC. Installation of the two 6-megawatt Siemens Gamesa turbines 27 miles offshore, is expected to begin later this spring for commissioning and startup by the end of the year. At peak production, the pilot project will power 3,000 homes.

    Also this month, Dominion Energy is conducting ocean surveys to map the seabed of the 112,800-acre lease area where the company's 2,600-MW CVOW project will be built beginning in 2024. These surveys will support the development of the project's Construction and Operations Plan to be submitted to the Bureau of Ocean Energy Management (BOEM) later this year.     African Renewable Energy Collaboration Announced (Int'l. Report)

    The African Union Commission (AUC) and the International Renewable Energy Agency (IRENA )report they work closely to advance renewable energy across Africa to bolster the continent's response to the Covid-19 crisis.

    The AU and IRENA collaboration complements ongoing AU programmes, which include: the Africa Bioenergy Policy Framework and Guidelines; Renewable Energy in African Island States; Development of Small Hydropower in Africa; Geothermal Risk Mitigation Facility; and the Programme for Infrastructure Development in Africa (PIDA) as well as the Strategy for integrated approach for provision of basic infrastructure in rural and remote areas of Africa. This is in addition to other African initiatives such as Desert to Power, Coalition for Sustainable Energy Access, and the Africa Renewable Energy Initiative (AREI) -- an Africa owned and led drive to scale up renewable energy -- consolidating efforts from the international community to address the needs of African countries.

    The AU and IRENA will also collaborate in the context of IRENA's Clean Energy Corridors initiatives in East, West and Southern Africa focused on advancing the deployment of renewables through the creation of larger and more robust power markets encouraging cross-border trade of renewable power.

    These commitments build on existing cooperation between the AU and IRENA to strengthen the enabling environment for low-carbon, climate-resilient renewable energy investment as the continent seeks to raise its renewable energy ambition.
