Ill. Joins Climate Alliance, Pledges Emission Cuts (Ind. Report)

In the Land of Lincoln, newly elected Gov. J. B. Pritzker (D) of Illinois is following through on his campaign pledge to set Illinois on a path to 100 pct renewable energy with an executive order committing his state to join 17 other states in the United States Climate Alliance (USCA).

The USCA was a reaction to President Donald Trump's announcement the U.S. would withdraw from the December 2015 Paris climate agreement because the restrictions would hurt America's economy without improving the environment. USCA members pledge to implement policies advancing the goals of the Paris climate agreement, in part by reducing greenhouse gas emissions by at least 26 to 28 pct below 2005 levels by 2025. USCA members are also required to accelerate new and existing policies to reduce CO2 and promote clean energy deployment at the state and federal level. Hawaii on Course to Cut GHG Emissions to 1990 Levels (Ind Report)

In the Aloha State, the Hawaii State Department of Health is reporting the state is on track to cutting its greenhouse gas emissions to 1990 levels by next year, in keeping with the state's goal of 100 pct clean energy by 2045.

According to the Health Department release, Hawaii's net 2015 greenhouse gas emissions were just 1 pct above 1990 levels. And by next year, the Health Department says, emissions are expected to fall well under the 1990 benchmark. The emissions totals -- and the 2020 goal -- do not include emissions from aviation in the islands.

Gov. David Ige noted in a news release, "This report shows us that Hawaii is on the right track and provides motivation to continue reducing greenhouse gas emissions."

Japan's CO2 Emissions Rise to Highest Average Since 2014 (Int'l)

A report from Uxbridge, UK-based JATO Dynamics has found that Japan's total average of CO2 emissions increased by 2.4 g/km to 120.5 g/km in 2018 the highest average of the last four years. The JATO analysis covered 23 markets in Europe and found a direct correlation between diesel car registrations and average CO2 emissions. With increased negative public perception towards diesel vehicles combined with new government vehicle emissions regulations demand for diesel fell by 18 pct in 2018.

This trend toward rising emissions was confirmed in 2017 with the first average CO2 emission increase in years of 0.3 g/km, and an 8 pct drop in demand for diesel cars.

Meeting in Bern, the Swiss cabinet reports approval of a deal that would link the Swiss and the European Union carbon emissions trading systems (EU ETS). With the linking of the systems the most polluting category of Swiss companies will be able to access a larger market and benefit from the same conditions as their European counterparts, beginning in 2020.

In Switzerland, 54 companies in sectors like cement, chemicals, pharmaceuticals, refineries, paper, heating or steel are linked to the Swiss emissions trading system. In Europe, there are around 11,000 firms that offset their emissions under the EU ETS.

In Switzerland, companies have the right to emit a certain amount of carbon dioxide (CO2) into the atmosphere for free. Those that reduce their CO2 emissions and do not use all their quota can sell them to others.

Companies that do not participate in the emissions trading scheme are subject to a CO2 tax which can be refunded if they undertake to reduce their emissions. The coupling of the Swiss and EU emission trading systems will enter into force in 2020. It is part of the changes associated with the revision of the Swiss CO2 law. The agreement is for an indefinite duration and can be terminated with six months' notice by both parties.(Source:, 7 Mar., 2019)

S.Korea Allowing Biofuel Oil for Power Generation (Int'l Report)

In Seoul, the South Korean Energy Ministry is reporting that as of Jan, 1 2019, Korean utilities are permitted to use biofuel oil for power generation. The move is in keeping with the government's effort to encourage the use of cleaner energy sources and cut carbon and other GHG emissions.

Chinese Energy Storage Station Construction Underway (Int'l)

SMM News is reporting construction of Nanjing Jiangbei Energy Storage Power Station with 130.88 MW power and 268.6 MWh capacity is underway in the eastern Chinese province of Jiangsu. Offshore Wind Storage Breakthrough Touted (New Prod & Tech)

A trio of research scientists at the University of Malta are claiming an innovative offshore energy storage system dubbed FLASC -- Floating Liquid Pistol Accumulator Using Seawater Under Compression.

The system has two pressure containers underwater that compress air. FLASC uses the compressed air for energy storage while maintaining a stable pressure. The technology then converts the renewable energy supply into output.

The research team, which is supported by the University of Malta and the Malta Council for Science and Technology, is eyeing Northern European markets. Further to our 12 December, 2018 report, London-headquartered SDCL Energy Efficiency Income Trust plc, which is managed by Sustainable Development Capital (SDCL), reports it has acquired a 71 pct interest in a high-quality Combined Heat and Power (CHP) portfolio of eight US operating CHP projects totaling 2.5MW of CHP and 1,250 tonnes of cooling capacity for $5.0 million cash.

Six of these CHP projects are being acquired from a well-known US manufacturer and installer of CHP units and solutions. The remaining two projects are being contributed by a fund managed by a US subsidiary of SDCL, which will result in that fund owning the remaining 29 pct interest in the combined portfolio.

This acquisition represents SEEIT's first new investment since listing on the London Stock Exchange and acquiring the seed portfolio in December 2018. Flint Hills Adding FQP Tech at Iowa Ethanol Plant (Ind. Report)

In the Hawkeye State, Flint Hills Resources announced it will install Fluid Quip Process Technologies' (FQPT) patented Maximized Stillage Co-Products (MSC) system at its Shell Rock ethanol plant. This is the second installation of the FQPT MSC system among Flint Hills' seven ethanol plants located in Iowa, Nebraska and Georgia, and the fourth site in the nation where the FQPT system will be used.

MSC technology allows dry mill ethanol plants to separate protein from the whole stillage that is a co-product of the ethanol-making process.

The Shell Rock MSC project will require the addition of a new building and two protein dryers. Construction is slated to break ground this spring. Fluid Quip Process Technologies will provide the MSC technology, separation equipment, process engineering, construction oversight, and startup support.

Greenbelt Claims Duckweed Ethanol Feedstock Success (Ind. Report)

Following up on our March 30, 2018 coverage, Paso Robles, California-based Greenbelt Resources Corporation , the developer and producer of a sustainable ECOsystem model that transforms food, beverage and ag industry waste into revenue generating bioproducts, reports it used its Commercial Scale Feedstock Testing Facility (CSTF) to conduct duckweed feedstock feasibility testing for a third party customer funded by the Andrew J. Young Foundation.

Common duckweed is a very small light green free-floating, seed bearing plant. Duckweed has 1 to 3 leaves, or fronds, of 1/16 to 1/8 inch in length. A single root (or root-hair) protrudes from each frond. Duckweeds tend to grow in dense colonies in quiet, undisturbed water.

Lake Placid forms Climate Smart Community Task Force

In the Empire State, the Village of Lake Placid Board of Trustees is reporting the formation of a Climate Smart Community Task Force -- a state Department of Environmental Conservation program where municipalities and organizations can earn certification levels based on actions that reduce the effects of climate change and are energy efficient.

The program is similar to the US Green Building Council LEED certification program in which Lake Placid participates. Presently, 250 New York ommunities registered in the Climate Smart program. Sweden Foresees Fossil Energy Freedom by 2045 (Int'l Report)

In Stockholm, the government of Sweden is reporting han initiative that foresees the country being free of fossil fuel generated energy by 2045.

The initiative also calls for the introduction of a greenhouse gas reduction mandate for aviation fuel sold in Sweden. The reduction level would be 0.8 pct in 2021 gradually increasing to 27 pct in 2030. The reduction levels are estimated to be equivalent of 1 pct (11,000 tons) sustainable aviation fuel in 2021, 5 pct (56,000 tons) in 2025 and 30 pct (340,000 tons) in 2030. An alliance of ten of the world's largest wund industry player -- DNV GL, Vestas, Siemens Gamesa Renewable Energy, LM Wind Power, Orsted, Senvion, Mankeweicz, Akzonobel, Aerox-CEU, Polytech, Hempel and PPG -- are reporting their collaboration to form Comprehensive Methodology for Blade Rain Erosion Analysis on protecting turbine blades from weather damage. The project will investigate the damage caused to leading edge wind turbine blades from the high-speed impacts of raindrops, identify and develop protection systems and recommended practices for designing a protection system against rain erosion which will be published by July 2020.

Minn. Next Gen. Energy Act Plans 100 pct Renewables (Reg & Leg)

In St.Paul, Minnesota Governor Tim Walz is reporting an expansion of his state's 2007 Next Generation Energy Act. The Act calls for the state to generate 25 pct of its energy from renewable energy sources by 2025 increasing to 100 pct s by 2050. Only California and Hawaii have similar goals as part of their climate change effort.

Under his proposal, utilities can choose "how and at what pace" they achieve that standard. The policy also stipulates that a utility planning to replace or add new power generation "must prioritize energy efficiency and clean energy resources over fossil fuels." The plan would allow the use of fossil fuel-based power as if needed to ensure reliable, affordable electricity. Swiss Environment Minister Calls for Climate Change Solidarity (Int'l)

In a recent interview, Simonetta Sommaruga, the incoming Swiss Federal Department of the Environment, Transport, Energy and Communication minister, called for the country to unite to tackle climate change and stressed the need for urgent action on road and air transportation and aligning the financial sector with climate priorities.

The minister noted that politicians should stop burying their heads in the sand in the face of climate change and stop fooling themselves and the population. “When the cows run out of water or the harvest fails, you can't pretend that everything is in order. Doing nothing costs money, she asserted, pointing to the costs of damage from avalanches, fires, and floods. We should stop seeing climate protection as something that only costs", she noted to illustrate her point.

In December 2017, the Swiss Federal Council adopted revisions to the Federal Act on the Reduction of CO2 Emissions (CO2 Act) to help it achieve its commitment to the Paris Climate Agreement. But, in December 2018, the House of Representatives rejected the proposal after conservative-right parties weakened the revisions including removing a domestic CO2 emissions target. First African Floating Wind Farm Launched in Capetown (Int'l)

In South Africa, Marlenique Estate, a fruit farm outside of Franschhoek, reports the unveiling of Africa's first state-of-the-art floating solar PV system constructed by New South Energy.

The facility is the first commercially-operated floating solar system on the African continent as well as the largest, at 60kWp.

The first phase of the project also includes the installation of a land-based solar PV system on the farm, allowing the farm to run 90 pct of its cold storage, irrigation and wedding venue facilities off the grid. In the second phase, battery packs will be added to the current set up, removing the estate from the main power grid completely. BHP Billiton Backs Direct Air Carbon Capture (Ind. Report)

In the Land Down Under, mining giant BHP has invested $6 million in Squamish, British Columbia-based Carbon Engineering Ltd. The company's "Direct Air" carbon capture technology has the potential to remove carbon dioxide from the atmosphere on a large scale using huge fans. The company also has Bill Gates as an investor.

The technology, now operating in British Columbia, uses huge fans that draw in air. Fluids in the processing unit then bind to the carbon dioxide molecules in the air. The carbon dioxide can then be concentrated and converted into fuels, or pressurized and injected underground for long-term storage.

According to BHP VP of Sustainability, Dr. Fiona Wild, "direct air capture is very flexible, so it can be used anywhere. And it really has significant potential for scale up, but it requires private sector investment and obviously also policy support, to try and bring it to scale. So that's why we're investing in it." Annual Energy Efficiency Spending Expected to Hit $11.3Bn in 2028, says Navigant Report (Ind. Report)

North American Utility Energy Efficiency Program Implementation, a new report from Navigant Research analyzes the North American energy efficiency implementation market, providing market forecasts, segmented by energy sector and country, through 2028.

As the global electric power industry shifts toward a cleaner, distributed energy ecosystem , energy efficiency programs are also evolving. Electric energy efficiency in North America is moving to integrate other distributed energy resources (DER) to help ensure grid reliability, meet state and provincial efficiency requirements, and help some localities meet their emissions reduction targets or other energy goals.

According to the report, decreasing technology prices and the possibility of third-party program administration -- vendors and service providers that contract with utilities or other program administrators to manage energy efficiency programs -- are also driving energy efficiency spending. UK Carbon Emissions Plunge for Sixth Straight Year (Int'l)

Further to our 6 February coverage, the UK's carbon dioxide emissions fell for the sixth year in a row last year, the longest continuous run of reductions on record. Emissions fell to 361 million tonnes, their lowest level since 1888, according to analysis by the energy and climate website Carbon Brief.

In Ottawa, Canadian Environment Minister Catherine McKenna is reporting the Liberal federal government of Prime Minster Justin Trudeau plans to ease the recently mandated carbon price burden on small business with incentives and rebate payments to cover some of the cost of making energy efficient upgrades.

The Minister noted that the government expects to provide at least $1.46 billion over five years to small and medium-sized businesses, including $155 million in the fiscal year starting April 1. TPI Questions Global Airlines Emissions Target Commitment (Int'l)

In the UK, research from the London School of Ecobomics, Grantham Institute Transition Pathway Initiative (TPI) suggests climate targets set by 20 of the world's largest airlines are not in line with internationally agreed targets to limit average temperature rise to below 2C, as set out in the Paris Agreement.

The TPI research found none of the airlines assessed had a clear plan for cutting emissions from flights after 2025, with hopes instead pinned on the industry-wide carbon offsetting scheme under which all emissions growth after 2020 would be offset by carbon credits.

According to the TPI research, aviation currently accounts for around 2 pct of all global CO2 emissions, and around 12 pct of transport emissions. Even so, the aviation industry is expanding and could account for for a quarter of total emissions by mid-century.

The Company has completed the first phase of plant commissioning including the facility's reception area, overhead bridge cranes, and its primary mechanical sorting equipment. US Energy Storage Deployments on the Rise (Ind. Report)

According to international consultancy Wood Mackenzie's US Energy Storage Monitor 2018 Year-in-Review, the US added 777 MWh of grid connected energy storage capacity in 2018 -- an 80 pct jump over 2017. The fourth quarter of 2018 alone set a new record for MWh deployed, due in part to large front-of-the-meter (FTM) projects in Hawaii and Texas.

In megawatt terms, capacity additions rose 44 pct to 310.5 MW, with California as the main market. Hawaii, New York and Texas also had a good year.

Wood Mackenzie forecasts annual megawatt deployments in the US of 642 MW in 2019 growing to 4,447 MW through 2024 when it will hit $4.73 billion, according to the market research company. Forest Biomass Renewable Fuels Classification Challenged (Int'l)

In an action filed Monday at the European General Court in Luxembourg, Ireland's state-owned energy company Bord na Mona Plc and six other plaintiffs claimed that classifying forest biomass as a renewable fuel "fatally undermines the goals of the new European Renewable Energy Directive's biomass energy policy."

The lawsuit seeks to remove forest biomass from the EUs Renewable Energy Directive (RED II) which raises the overall EU target for renewable energy sources consumption by 2030 from 20 pct to 32 pct. The plaintiffs contend RED II "ignores the science on forest bioenergy and promotes false climate solutions" and that RED II failed to properly account for the lifecycle carbon emissions from harvesting, producing, transporting, and burning woody biomass fuels.

The case is coordinated by the US-based Partnership for Policy Integrity with input from experts including the Dogwood Alliance; one of more than 30 conservation and environmental justice organizations in the southern US who wrote to the Government, the ESB and Bord na Mona in August 2018 pointing out it was planned that wood used in the Irish power plants would come from their region -- the U.S. North Atlantic Coastal Plain. According to the Sustainable Energy Authority of Ireland, the annual supply gap in wood production for biomass could be up to 1.88 million cubic metres by 2020 and more than twice that by 2025, all of which must be sourced outside Ireland.

Rio Renovables 27 MW Solar Projects Underway (Ind. Report)

Shell Joins Rotterdam W2C Project Consortium (Int'l Report)

Further to our July 17, 2018 report, a consortium comprising Air Liquide, Nouryon (fka AkzoNobel Specialty Chemicals), Enerkem and the Port of Rotterdam is reporting Royal Dutch Shell will join as an equal equity partner in Europe's first advanced waste-to-chemicals (W2C) and biofuels from non-recyclable waste materials facility in Rotterdam.

The planned facility will convert up to 360,000 tpy of waste into 220,000 tpy of biomethanol -- a chemical building block that is used to manufacture a broad range of everyday products, as well as being a renewable fuel.

The consortium was established as a dedicated joint venture company and has begun preparatory work covering detailed engineering and the permitting process. It aims to take the final investment decision (FID) before the year end.

The project, which will use Montreal-headquartered Enerkem's proprietary technology, is supported by the Dutch Ministry of Economic Affairs & Climate Policy, the City of Rotterdam, the Province of Zuid-Holland and Innovation Quarter, the regional development agency. The Pilot is targeted to four homes and homeowners looking for independent, trustworthy energy performance information. Once approved, qualified contractors and home inspectors will provide the pilot homeowners with home energy performance ratings, including opportunities for improving their energy performance.

Two home energy rating systems will be piloted, one by the U.S. DOE Home Energy Score and the other by Pearl Home Certification, a private residential energy efficiency certification firm.

If passed into law, the tax would charge a $15 per ton fee on carbon to be collected by the Treasury Department at the first point of sale -- mines, refineries and gas wells. The fee would by $10 per ton per year with all of the collected funds distributed to each U.S. household in equal monthly per-person dividends.

The news Agency Xinhua is reporting North China's coal-rich Shanxi Province will provide ethanol-gasoline E10 blended fuel for trial in Taiyuan, Yangquan, Changzhi and Jincheng cities and is constructing an ethanol gasoline distribution center and remodeling thousands of gas stations in support of the trial project. Subject to test results, the project will be expanded to the entire province from Jan. 1, 2020, according the the government release.

EnBW Plans Solar Business, PPA Expansion (Int'l Report)

Karlsruhe, Germany-headquartered developer-utility EnBW is reporting a 15-year power purchase agreement (PPA) for a subsidy-free solar park to be commissioned by the end of 2020 east of Rostock with developer and operator Energiekontor. The utility also announced plans to build a 175 MW solar park in Weesow-Willmersdorf, Germany. The two projects are in keeping with the company's plans to expand its energy trading and solar power business sectors. The utility presently operates 100 MW of solar power and has 800 MW in the pipeline.

According to a study from the Royal Holloway University of London, atmospheric methane, a greenhouse gas that is approximately 32 pct more potent in terms of trapping heat and causing climate change than CO2, has not been increasing since 1999. DEWA Seeking Dubai Concentrated Solar Power Park Developer (Int'l)

In a press release, the Dubai Electricity and Water Authority (DEWA) has issued a request for qualification for developers to construct and operate the fifth phase of the Mohammed bin Rashid Al Maktoum Solar Park, with a capacity of 900MW. The fifth phase is expected to be commissioned in stages starting from Q2 of 2021.

The 5,000 MW Mohammed bin Rashid Al Maktoum Solar Park is the largest single-site strategic solar park of its kind in the world. The 13MW photovoltaic first phase became operational in 2013 using photovoltaic solar panels while the 200MW photovoltaic second phase of the solar park started operations in March 2017. The 800MW photovoltaic third phase will be operational by 2020 while the fourth phase of the solar park will feature the tallest solar tower in the world at 260 metres and the largest thermal storage capacity of 15 hours.

In the Old Dominion State, the Culpepper County Planning Commission reports it is considering Irvine, California-based Cricket Solar LLC's application for a conditional use permit for a 271,556 solar panel, 807 non-contiguous acre solar farm in southern Culpeper County.

The solar installation, which would avoid historical areas and prime agricultural land, would generate an estimated $745,998 in state and local taxes during construction and about $23,000 in rollback taxes. Over the 40-year life of the project would generate more than $1.7 million tax revenue to the county and an estimated $771,464 in total annual lease payments, according to application documents. EIA Expects US Biofuels Stability Through 2020 (Ind. Report Attached)

In its February 2019 Short-Term Energy Outlook (STEO) the US EIA forecasts US fuel ethanol production will remain near current levels, decreasing slightly in 2019 to 1.04 million bpd and increasing to 1.05 million bpd in 2020.

The report also predicts net imports of biomass-based diesel will stay unchanged. Biomass-based diesel production -- excluding renewable diesel -- was about 120,000 bpd in 2018 and grows to 160,000 bpd in 2020. Total biomass-based diesel consumption will increase from an estimated 134,000 bpd in 2018 to 174,000 bpd in 2020.

CCS Proposed for Soon to be Shuttered Coal Plant (Ind. Report)

Acme Equities LLC , a private NY based real estate investment company that focuses on North American energy projects, reports it is aiming to take over the 847-MW New Mexico's San Juan Generating Station (SJGS) and refit the 46-year-old, coal-fired plant with carbon capture and sequestration (CCS) technology.

The plant is presently slated for shutdown in 2022. The addition of CCS technology would cut carbon emissions by an estimated 90 pct and offer the plant another revenue stream with the sale of the captured CO2 for enhanced oil recovery well production.

Acme Equities has reached an agreement with the city Farmington N.M., part-owner of the plant, to keep the SJGS open beyond 2022. Other owners of the facity include Tucson Electric Power, Los Alamos County, and Utah Associated Municipal Power Systems, along with majority owner Public Service Company of New Mexico (PNM), all of which have said they do not plan to receive power from the SJGS after 2022. Oregon Scientists, Researchers Call for Strong Climate Action (Opinions, Editorials & Asides)

In Portland, 71 scientists, economists and public health experts organized by the Union of Concerned Scientists (UCS) signed an open letter published in The Oregonian and The Register-Guard calling on state legislators to take meaningful climate action this year. The letter notes that although Oregon aims to reduce greenhouse gases to 10 pct below 1990 levels by 2020 and 75 pct by 2050, it is not on track to meet those goals.

Currently under consideration in the state legislature is the Clean Energy Jobs bill (House Bill 2020), which would set a statewide limit on carbon emissions via a cap and invest program. If passed, the proposed law would require about 100 companies, including manufacturers, utilities and fuel suppliers, to meet increasingly lower caps on their carbon pollution.

HB 2020 would accelerate progress on emissions reductions and set a goal of cutting emissions 45 pct below 1990 levels by 2035 and 80 percent below 1990 levels by 2050.

In South Dakota, the city of Sioux Falls and ethanol producer POET have reportedly agreed to extend their 10-year agreement under which POET pipes methane gas from the Regional Landfill to its ethanol plant in Chancellor where it is used as cleaner fule substitue for oil and petroleum for ethanol production.
